Duties Description The Bureau of Child and Adult Care Food Programs (CACFP) is a federally funded public health nutrition program which provides reimbursement for healthy meals and snacks served to children in family day care homes, day care centers, emergency shelters, afterschool programs and adults in day care. The Health Program Administrator 1 (HPA 1) will be responsible for performing administrative and fiscal functions necessary to support CACFP operations; oversee internal processes to ensure the financial viability, administrative capability and fiscal integrity of CACFP sponsoring organizations; assist with annual close-out of entitlement grants and administrative funding; provide oversight of daily claims processing; track Grant Award Documents (GAD); track recovery of prior year funds and approval of new year advances; track and process accounts receivables; maintain receivable excel file, generate collection letters, uncollectable account packages and submit quarterly receivable reports to Bureau of Accounts Management; provide and prepare fiscal reports for management; assist with audits and USDA Management Evaluations; and assist with system modernization of fiscal processes. The HPA 1 will work in a team-based environment to monitor compliance with program regulations, policies and procedures.
Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, Grade 23.
Transfer: Current New York State employee with one or more years of permanent or contingent-permanent, competitive service in a title at or above Grade 21 and eligible to transfer to a Health Program Administrator 1, Grade 23 under Section 70.1 or 52.6 of the New York State Civil Service Law.
Preferred Qualifications: The preferred candidate would have strong computer skills and ability to analyze data, broad fiscal background, experience with Federal Food Programs and the ability to prioritize multiple assignments.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
