Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law.
NY HELPS: Accountant Trainee, NS - A bachelor's or higher degree in
accounting, auditing, or taxation; OR a bachelor's or higher
degree with 24 semester *credit hours in accounting, auditing,
or taxation courses.
Senior Accountant, G18- A Bachelor's or higher in or with 24
semester credit hours in accounting, auditing, or taxation AND
**two years of professional experience in accounting/auditing or
financial internal or field auditing, where you were responsible
for the full range of activities in the design and/or review,
analysis and management of accounting systems, resulting in
the preparation of, or recommendations on, financial statements
in accord with generally accepted accounting principles.
* Note that courses such as business law, economics, statistics,
and most finance courses, although taken as part of an
accounting curriculum, cannot be counted toward the 24
semester credit hours.
** A master’s degree in accounting, auditing, or taxation
substitutes for one year of qualifying experience.

Preferred Qualifications: Experience with navigating and transacting in the Statewide Financial System (SFS). Experience with the SFS AR module or revenue collection and processing in general. Knowledge of the Guide for Financial Operations in general and as it erlates to Accounts Receivable in particular. Strong interpersonal and organizational skills and intermediate skills in MS Suite, particularly Excel and Access.

Duties Description Within the Bureau of Accounts Management (BAM) Revenue Unit, the Senior Accountant will be responsible for ensuring DOH Revenue and receipts accounting processes and procedures are carried out accurately and timely. This includes updating the Statewide Financial System (SFS); generating and sending Program reports; analyzing revenue and receipts; researching deposits and records of receivables; communicating with DOH's various Programs, Division of Legal Affairs and outside oversight Agencies; assisting with the timely and accurate processing of wire transfers ; completing bank account reconciliations; reviewing reconciliations of petty cash sent in by Programs for accuracy and timeliness; ensuring written procedures are kept up to date; designing and generating reports to support all the above to satisfy management requests; and assisting supervisor with other related fiscal tasks as necessary. Additionally, the Senior Accountant will supervise support staff in the performance of administrative and clerical duties; complete employee evaluations, time and attendance documents; coordinate employee tasks, duties and requests for leave; guide staff in the performance of their duties and ensure they are properly trained; and complete other tasks as assigned.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
