Minimum Qualifications Current NYS Department of Health (DOH) employees with permanent, contingent-permanent, or competitive status as a Information Technology Specialist 4, G25 OR NYS employees with one year or more of permanent, contingent-permanent, or competitive service in a title at or above a G23 and deemed eligible for transfer to Information Technology Specialist 4, G25 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: • Demonstrated experience as an Solution Architect, or similar role, working with service service-oriented architecture design and implementation, and large-scale legacy system support;
• Demonstrated experience working with cloud or hybrid architecture with a broad set of enterprise use cases;
• Demonstrated understanding of modern application migration and modernization approaches;
• Demonstrated experience with hands-on COTS product support, along with managing large systems development and integrations using J2EE or .Net.
• Demonstrated experience in modeling and graphic representations;
• Demonstrated experience in the use of an architecture and design tools, as well as industry architecture standards, processes and frameworks.
• Demonstrated experience in Enterprise Architecture repositories such as Orbus iServer, Mega, or Blueprint.
• Demonstrated experience writing, reviewing and managing RFIs, RFPs and resulting contracts.
• Excellent technical, analytical and project management skills;
• Strong communication and interpersonal skills;
• Bachelor’s degree in information technology is preferred
• Certifications for architecture and cloud support such as AWS, GCP, and Azure.

Duties Description Within the New York State Department of Health, the Office of Health Insurance Programs (OHIP) the Division of Operations and Systems (DOS) is responsible for the oversight of information systems that support the New York Medicaid Program and various Department of Health initiatives. Under the Direction of the Manager of Information Technology Services 1 (MITS1), SG-27/M2, within the Division of Operations and Systems (DOS) the incumbent will be responsible for managing and supporting the enterprise architecture and information architecture within the Division of Operations and Systems (DOS). The ITS4 is a key position in support of the overall architecture and planning for Medicaid Systems capabilities and support, with a specific focus on the Non-MAGI modernization initiative that is underway.

Responsibilities include architecture planning and oversight, support of data and integration platform designs, standardized technical and data architecture specifications. Consult regularly with contractors and engage in budget planning, strategic product investment planning, and working closely with project teams to ensure alignment with Enterprise Architecture planning and support.

Specific duties include, but are not limited to:
• Participate in long range strategic project planning;
• Ensure IT software solutions meet business requirements that meet the best practices in computer Information Systems and Information Security;
• Establish technical and information architecture strategies and investment plans;
• Develop architecture procedures, standards and internal controls;
• Lead system design and develop architectural specifications, patterns and frameworks designs for systems;
• Consult regularly with QA and contractor staff and regularly report on activities;
• Lead Software and Data Management activities, Software and Data Testing, and Application/Data Deployment using Waterfall and Agile methodologies;
• Assume various lead roles such as Technical Architect, Data Architect, Business Architect, Production Support;
• Develop and maintains detailed technical plans for major areas of responsibility;
• Monitor compliance and takes appropriate action as needed;
• Lead teams to plan, direct and coordinate system development activities in alignment with technical and data architecture standards;
• Track and monitor staff assignments, deadlines and deliverables for assigned projects, providing guidance and improvement opportunities to staff;
• Mentor direct reports and junior level staff on the technical architecture standards, and delivery of IT services;
• Attend and participate in IT planning meetings, customer and vendor planning meetings and portfolio project meetings;
• Work collaboratively with all agency business, IT technical and non-technical teams involved in all phases of the project and application development lifecycle;
• Effectively communicate with customer's senior management and provide strong analytical, organizational and problem-solving abilities;
• Participate in the preparation and evaluation of RFP's;
• Perform the full range of supervisory duties.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
