Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 3, G-27 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-25 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Ability to act independently while handling competing priorities; Experience with Department of Health Facility Licensure, esp. Long-Term Care Facilities; Experience analyzing and understanding laws and regulations, esp. those related to Long-term Care facilities; Project Management experience, including tracking and reporting statuses; Excellent organizational, written, interpersonal, and communication (both written and verbal) skills and strong attention to detail; and Experience with supervision of staff, including training and performance evaluations.

Duties Description This position will serve as the Bureau Director of Adult Care Facility and Assisted Living Licensure at the Center for Long-Term Care Licensure, Planning, and Finance. Duties include, but are not limited to: Oversee all Bureau projects, duties, and assignments, including tracking and reporting on project/duty/assignment status; Present and advise the Commissioner of Health, and other Executive Staff on assisted living and adult care licensure matters; Public-facing representative to the Department of Health on all assisted living/adult care facility licensure matters; Negotiate legislation, chapter amendments and state budget proposals affecting assisted living and adult care facility licensure; Review and approve multimillion-dollar project applications/transfer notices and reviews that are used to approve projects to establish or construct assisted living and adult care facilities (currently 549 facilities statewide) under strict timetables and deadlines; Research and provide information to inform a response to requests for information from Chamber/Legislative Affairs, FOIL Requests, and Public Information requests, to the appropriate contacts at DOH for dissemination; Meet with applicants/consultants to go over project proposals and provide guidance as needed; Recommend and assist with the planning for Bureau personnel/staffing levels and supervise recruitments; Supervise and develop Bureau staff (including grade 25 and 23s), including training and performance evaluations; Represent the Bureau with OALTC/DOH upper-level management, other state partners, and all external stakeholders; Research current statutory/regulatory requirements and provide policy interpretation/technical assistance to Bureau staff and licensure applicants with strict deadlines and attention to technical details; Analyze current and new laws/regulations and develop/revise Bureau policies, processes, and tools as needed; Research and propose regulatory/statutory amendments to support Bureau licensure improvements, as needed; Collaborate and Coordinate with other DOH Bureaus, Centers/Divisions, and Offices, and other State Agencies, as applicable; Serve as a subject matter expert in high-level meetings, work groups, and conferences; Correctly analyze assisted living and adult care facility licensure data and develop/review reports on Bureau programs;
• Assist the Bureau in reassessing bureau processes to make licensure processes more efficient to promote the availability of more assisted living and adult care facility resources statewide; Develop the Annual Report to the Governor and Legislature on the Assisted Living Program beds statewide, and oversee the development of the Annual ACF Financial Report, Annual Enriched Housing Operating Assistance Program DAL; Oversee the two Enriched Housing Program Subsidy payments made each year; Other high-priority duties as assigned.
