Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 2, Grade 25; OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 2, Grade 25, under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: The preferred candidate will have experience with program and contract management, planning, development, supervision, and strong fiscal expertise that includes budget development, familiarity with audits, and voucher processing. They will have knowledge of databases and spreadsheets as tools in fiscal management, as well as other computer software as tools for program management; familiarity with computer systems; knowledge of quality assurance and program evaluation; and the ability to lead meetings with external providers.
Duties Description The Health Program Administrator (HPA) 2 position is in the Metropolitan Area Regional Office (MARO), Division of Nutrition, Bureau of Supplemental Food Programs. MARO is responsible for fiscal oversight and management of 49 grant contracts of the New York State Special Supplemental Nutrition Program for Women, Infants and Children (WIC).
The selected candidate will supervise and guide the work of one contract management team, consisting of four Health Program Administrators and one Program Aide, in fiscal management oversight of WIC Program local agency assistance grants. This will include liaising with Central Office staff and other Bureau sections as needed to ensure grantee compliance with State and federal regulations; coordinating local agency audit responses; developing guidance for grantees; and maintaining policies and procedures for all MARO contract managers.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
