Minimum Qualifications Candidates must possess a valid New York State license, issued by the New York State Education Department, Office of Professions, as a Clinical Laboratory Technologist or Clinical Laboratory Technician and be reachable on the current Civil Service eligible list for this title.

Transfer Opportunity
Candidates must have one year of permanent competitive or 55-b/55-c service as a Medical Technologist 2 and be eligible for transfer.

Provisional Opportunity

Non-Competitive Promotional Opportunity (Section 52.7 of Civil Service Law)
In accordance with Section 52.7 of Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Medical Technologist 2 at the Nathan S. Kline Institute for Psychiatric Research. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.

The promotion field for the Medical Technologist 2 positions consists of candidates who have one year of permanent service as a Medical Technologist 1, possess a license and current registration to practice as a Clinical Laboratory Technologist in New York State, and meet one of the qualifications of Title 10, Section 58 of New York State Public Health Law for Laboratory Supervisor.

Duties Description Under the direct supervision of a Medical Technologist, a Medical Laboratory Technician would perform a variety of routine technical laboratory procedures in the clinical lab or in specimen processing stations. Duties might include but are not limited to pre-analytic preparation of specimens, including computer entry. Analysis would include routine clinical laboratory chemical, physical and microscopic examinations in the hematology, chemistry, therapeutic drug monitoring, serology or drug-of-abuse screening. Data entry, record-keeping, and scheduled or unscheduled maintenance of laboratory equipment are also required.

Additional Comments Prospective appointees will be:
1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.2) Investigated through a Criminal Background Check (CBC) which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees.3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
