Minimum Qualifications If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Engineer Trainee, SG-18:

A bachelor’s degree in Civil Engineering; Civil Engineering Technology; Construction Engineering; Construction Engineering Technology; Construction Management Engineering Technology; Geotechnical Engineering; Hydraulics Engineering; Materials Engineering; Materials Science and Engineering; Metallurgical and Materials Engineering; Structural Engineering; Transportation Engineering; or Transportation Planning and Engineering.

OR

Proof of successful completion of a National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering (FE) examination.

Preferred Qualifications:

If you are applying with proof of successful completion of the FE examination, preference will be given to applicants with one year of engineering experience with transportation projects related to highways/roadways, bridges, airports, waterways, or traffic management and safety systems.

NOTE: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you obtain your FE by the end of the first year you will advance to the title of Assistant Engineer Civil/Transportation, G-20. If you do not obtain your FE by the end of the second year of the traineeship, you will be terminated from your position.

Assistant Engineer (Civil/Transportation), G-20:

Duties Description The incumbents for these positions will be under the direct supervision of higher level professional engineering staff and may be responsible for producing the plans, specifications, and estimates for design projects of varying complexity. The work may involve both preliminary and final design activities. Preliminary design duties include writing design approval documents, preparing and/or conducting public meetings, and performing highway capacity analysis. Final Design duties include highway drainage design, horizontal and vertical alignment, retaining wall design, traffic signs/signals, structural design, and quantity work-ups. The position may also be within one of the Design Support Groups (Design Traffic Engineering Unit, Bridge Safety Assurance Section, Utilities Unit, Design Services Unit, Survey Unit, or Geotechnical Unit). Preparation of written correspondence and communication with regional offices may also be required.
The incumbents for these positions may also be responsible for technical review and evaluation of roads, bridges, bedrock and geotechnical conditions, and related structures and equipment. In addition, one may review consultant and contract plans and estimates. Duties and tasks may include but are not limited to the following:
• Prepares routine project designs, proposals, and specifications and evaluates contract proposals for transportation services, highway and bridge design, utility relocations, railroad crossings, bridge safety and integrity, geotechnical design, maintenance and protection of traffic and other matters concerning public safety.
• Prepares project feasibility and scoping studies, develops design criteria, prepares environmental studies, and develops highway designs.
• Performs structural inspections in accordance with policies and procedures established by both State and Federal Law, sometimes requiring the climbing of structures.
• Evaluates the condition of existing highways and bridges and structures by collecting and analyzing data and conducting field investigations.
• Assists in establishing quality control requirements and quality assurance programs to assure that projects meet specified Department requirements concerning capacity, operational and safety conditions of the highway corridor.
• Prepares hydraulic studies and foundation reports, and performs structural designs, including load rating analyses.
• Evaluates existing soil, rock, and groundwater conditions; develops subsurface exploration and testing programs; conducts detailed subsurface stability and settlement analyses; conducts pavement design and subdrainage analyses; and provides detailed geotechnical designs.
• Assists in establishing quality control requirements and quality assurance programs to assure that designs and materials used in a project meet the specified quality requirements.
• Participates in preliminary and final review of project proposals.
• Assist in Bridge Safety Assurance activities.
• May be assigned to work on special engineering projects.
• Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

This is an entry level position. Specific duties and responsibilities would be commensurate with the experience of the person selected. Level of responsibility will increase over time.
