Minimum Qualifications Candidates must be reachable for appointment from the appropriate Civil Service list for this title – appointment made at the Training Specialist Traineeship level OR Transfer Opportunity:

One year of permanent competitive service as a Training Specialist 1 or in a title Grade 16 or above that is eligible for transfer pursuant to Section 52.6 or 70.1 of the Civil Service Law?


OR reachable for appointment from the PMI, PCO or PATT eligible list. If you are a State employee with at least one year of permanent competitive service in a title Grade 11 or higher, have a bachelor’s degree and have a passing score on the PCO, PMI or PATT list(s) you may be eligible for appointment to a traineeship leading to the Grade 18.

Duties Description Participate as a team member of the Bureau’s Finance
And Administration Unit.

Under the supervision of a Contract Management Specialist 2 and Associate Director, the successful candidate will perform contract-related and administrative duties.

Perform functions such as development and processing of training services contracts and work plans, conduct proposal and budgetary reviews, contract changes and proposal reviews, participate in the development and award of competitive procurements and manage Vendor Responsibility and CNDAs.

Support BTD in complying with OCFS and New York State legal, budgeting, accounting, and contractual requirements. Promote fiscal stewardship of contractual training initiatives. Participate in OCFS work groups as assigned.

Serve as liaison with OCFS program and administrative offices and provide technical assistance to internal and external customers.

Administrative duties can include editing the Bureau’s policy manuals and forms; developing task-related user manuals, serve as the Bureau’s personnel liaison; and participate in special projects as may be assigned.

Additional duties will be discussed during the interview.

Work hours are 8:30am-4:30pm OR 8:30am –5:00pm OR 9am-5pm.

The incumbent may serve a two (2) year traineeship to a fulltime Training Specialist 1 position. The salary for the traineeship level begins at $ 42,143. Pending DOB waiver to fill.
