Duties Description The Registered Nurse 3 (Infection Control) will be a registered professional nurse who administers infection control and prevention programs in State facilities, including inpatient, outpatient, and community-based settings, where care and treatment services are provided to individuals. This will include developing infection control assessments and plans, including education and training programs for individuals and staff and serving as a liaison between healthcare departments, disciplines, and staff, as well as with local, State, and federal agencies, to ensure compliance.
They will perform a wide variety of clinical, consultative, surveillance, education, training, and monitoring activities related to overall infection control and prevention among individuals, employees, and visitors, including proper techniques, practices, and handling of issues and will consult with, report, and provide information required by local, State, and federal regulatory agencies, and may supervise staff involved in infection control activities.
The RN 3 (IC) will develop and implement policies and procedures in support of an infection control and prevention program to eliminate or reduce risks of infection through daily surveillance. They will research, review, revise, and implement appropriate infection control and prevention measures, as well as coordinate with public health departments and other government and regulatory agencies on reporting, investigation, and prevention of infectious diseases. The incument will act as an infection control liaison between departments, medical services, infection control committees, facility administration, and community programs, while providing consultation on infection control matters and issues. They will oversee a preventive health program integrated into the overall infection control and prevention program.
Minimum Qualifications Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position eligible for transfer under Section 70.1 of the Civil Service Law to a Registered Nurse 3 (Infection Control).
Promotion Provisional Candidates : You must be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service in a professional nursing title allocated to Grade 15 or higher and have possession of a license and current registration as a registered professional nurse in New York State. Candidates are also required to present a current national certificate in infection control issued by the Certification Board of Infection Control and Epidemiology, Inc., within the first six months of appointment.
If less than three interested and qualified New York State Veterans Home at Montrose employees serving in the direct-line, lower-level title(s) within the facility apply to this opportunity, the agency may make a non-competitive appointment under the NY HELPS program.
Open Competitive HELPS qualifications: Possession of a license and current registration as a registered professional nurse in New York State; and two years of post-licensure clinical nursing experience. One year of this experience must have been primarily working in the development, implementation, or administration of an infection control program.
**Substitutions: A master’s degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a doctorate in nursing may substitute for two years of post-licensure clinical nursing experience. Possession of a current Certified in Infection Control (CIC) certificate issued by the Certification Board of Infection Control and Epidemiology may substitute for the one year of infection control program experience.
Preferred Qualifications: The preferred candidate will be certified in Infection Prevention and Control by the National Association of Directors of Nursing Administration (NADONA) in Long Term Care.

Non Competitive Promotion - If there are three or fewer qualified candidates interested in the appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be a qualified employee of New York State Veterans Home at Montrose AND have had one year of permanent competitive or 55-b/c service in a professional nursing title allocated to Grade 15 or higher and have possession of a license and current registration as a registered professional nurse in New York State. Posted salary range includes statutory hiring rate at step 4 and job rate for PS&T Grade 22 ($136,521 to $148,071), plus an additional geographic pay differential of $35,000 and downstate adjustment of $4,150.
If applicable, the inconvenience pay program of $825 per year will be paid to employees who work four (4) hours or more between 6:00 p.m. and 6:00 a.m. Hours worked between 6:00 a.m. and 6:00 p.m. on an overtime basis are not included for Inconvenience Pay.
This position is part of the NYS HELPS program. No examination is required.
