Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Department of Financial Services is seeking candidates for the position of Assistant Deputy Superintendent for Data Management. Reporting directly to the agency’s Chief Information Officer, the incumbent will lead the Department’s Data Management organization, bringing together Data Governance and Data Architecture under a unified strategy and operating model. The position will establish enterprise data standards, governance, and architecture while partnering with business units that retain ownership and accountability for their business data. They will establish and lead DFS’s enterprise data management discipline, and will develop the policies, processes, standards, tools, and organizational capabilities needed to manage data as an enterprise asset throughout its lifecycle. Additionally, they will lead DFS’s transition from disparate legacy data sources and business-specific practices toward standardized, shared, and well-governed data processes across the Department. Duties include, but are not limited to, the following:

• Leads the Department’s enterprise data management strategy, including governance, architecture, standards, quality, stewardship, and lifecycle management;
• Establishes policies, processes, roles, and accountability for effective management of enterprise data;
• Leads Data Governance and Data Architecture as an integrated Data Management organization;
• Establishes enterprise data standards, definitions, models, and authoritative sources to enable consistent and reusable data across business units;
• Develops and oversees a data stewardship model that establishes clear ownership and accountability within business areas;
• Leads the standardization and transformation of legacy data, including consolidation of redundant data sources and migration toward modern platforms;
• Establishes the data management tooling and capabilities necessary for metadata, lineage, data quality, cataloging, and data transparency;
• Provides strategic data leadership for the Department’s enterprise data warehouse, data marts, and other modern data platforms;
• Partners with business and technology leaders to incorporate data management requirements into system modernization, development, integration, and technology investments;
• Builds the people, processes, and organizational capabilities necessary to mature DFS’s enterprise data management practices; and
• Other duties as assigned.

Minimum Qualifications Preferred Qualifications

• 12 years of specialized work experience in data governance, data architecture, or data management. 3 years of this experience must have been at the managerial level.
o Substitutions: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.

Appointment Method:

This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.

Salary: $141,581 - $178,874 (salary commensurate with experience)

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.

Appointment Status: This is an appointment to a position in the exempt jurisdictional class.

Appointment to this position is pending Governor Appointment’s Office and Division of Budget approval.
