Duties Description The New York State Education Department’s (NYSED) Information Technology Services Office is seeking candidates for a Manager Information Technology Services 1 position. Reporting to the Manager Information Technology Services 2, the Manager Information Technology Services 1 will lead the Shared Platform Services team. The incumbent will oversee the Department’s Microsoft 365 environment, including Microsoft Teams Phone and related cloud telephony and telecommunications services; the Atlassian suite; and other third-party software platforms. The incumbent will manage a team of IT professionals responsible for platform administration, optimization, and support, ensuring secure collaboration, reliable communications, efficient operations, service continuity, and effective user and access management across the Department.

Duties of this position include, but are not limited to, the following:

• Supervise, mentor, and manage a team of IT professionals supporting the Microsoft 365 environment, the Atlassian suite, and other third-party software platforms;
• Oversee services including Exchange Online, SharePoint Online, OneDrive for Business, Microsoft Teams, Teams Phone, Jira Service Management, Jira Software, Confluence, Mainframe systems, Cognos, the Lucid suite, and other third-party platforms;
• Manage the configuration and maintenance of SharePoint sites, Jira projects, and Confluence spaces to support collaboration and documentation;
• Oversee the Department’s Microsoft Teams Phone environment, including service configuration, number management, user provisioning, call-routing design, vendor coordination, deployment planning, operational support, and service continuity;
• Develop and maintain secure processes for user account provisioning, maintenance, deprovisioning, and access control across systems in accordance with organizational policies;
• Collaborate with Human Resources and IT Security to enforce access controls, password policies, and regulatory requirements;
• Track service health, performance metrics, and usage patterns to proactively identify and resolve issues.
• Maintain accurate, current documentation for platform configurations, account and access procedures, and system workflows;
• Manage vendor relationships, licensing agreements, support contracts, service-level expectations, and vendor performance for software platforms and telecommunications services. Coordinate with carriers and service providers on provisioning, service changes, escalations, and issue resolution;
• Collaborate with ITS senior leadership to develop and manage the Shared Platform Services budget, including forecasting, expenditure tracking, and resource optimization; and
• Perform additional responsibilities as assigned.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Manager Information Technology Services 1.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-25 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service as a Chief Computer Operator, Information Technology Specialist 3, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Programming), Information Technology Specialist 3 (Systems Programming), Information Technology Specialist 4, Information Technology Specialist 4 (Data Communications), Information Technology Specialist 4 (Database), Information Technology Specialist 4 (Operations), or Information Technology Specialist 4 (Systems Programming) . Provisional candidates must take the examination for Manager Information Technology Services 1 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment. This may be a temporary provisional appointment. Provisional candidates must take the examination for this title when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and are subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position requires occasional off-shift night and weekend work.

This position leads to a maximum salary of $131,665 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
