Duties Description Reporting to the Bureau Director, the incumbent will oversee the implementation of the Pesticide Registration Program in the Bureau of Pesticides Management. Specific duties include supervising Pesticide Product Registration Section staff; registering pesticides in accordance with state and federal laws and regulations; assigning projects to staff and overseeing the completion of projects; overseeing the technical assistance efforts in the section; developing and managing section’s workplans, assignments, and administrative procedures to ensure goals are met; developing regulations, policies, and guidance related to pesticide registration; conducting outreach to the regulated community, general public, and Department staff. Responding to inquiries and correspondence from the public, division, and Department. Preparing or overseeing the development of contracts for Pesticide Prodcut Registration Section programs.
Essential Functions:
Effectively communicating both orally and in writing. Interacting professionally with Department staff, the public, regulated community, and other state agencies.
Minimum Qualifications Minimum Qualifications:
For Provisional Appointment:
One year of permanent competitive or 55-b/55-c service as an Environmental Chemist 2.
For Permanent Appointment:
Reassignment - Currently in the title and an employee of DEC.
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
For Non-Competitive Promotion:
If there are no more than three individuals interested from among those in the departmental promotion field, it may be possible to make a permanent appointment via non-competitive promotion. To be eligible for non-competitive promotion, candidates must be actively employed by or on leave from the Department of Environmental Conservation and have one year of permanent competitive or 55-b/55-c service as an Environmental Chemist 2.
Preferred Qualifications:
Strong organizational and supervisory skills. Knowledge of the state and federal laws regarding pesticide registration. Knowledge of databases. Knowledge of contracting procedures.
Additional Comments Telecommuting may be available up to 50% of work schedule, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
