Duties Description Rendering "in-house counsel" advice to program managers; preparing pleadings; planning litigation strategy; drafting legislation, rules, and
regulations; analyzing legal opinions, briefs and other material; performing legal research and analysis; drafting or reviewing contracts; preparing
opinions and memoranda of law; or appearing at administrative tribunals or courts.
Provide legal advice to staff of OSC’s Division of Local Government and School Accountability. Provide advisory technical assistance to municipal
attorneys, local government officials, taxpayers and others on various areas of law relating to municipal government and finance. Assess the legal
sufficiency of applications submitted by local governments . Make presentations at training seminars and webinars for municipal attorneys and
other local government officials.

Non-Competitive Qualifications for appointment under the NYHELPS Program:
• For appointment to the Assistant Attorney 1 you must have: Law school graduation and/or eligibility for the NYS Bar Admission.
• For appointment to the Assistant Attorney 2 you must have: Admission to the NYS Bar.
• For appointment to the Assistant Attorney 3 you must have: One year as Assistant Attorney 2 or admission to the NYS Bar and one year of subsequent professional legal experience
• For appointment to the Senior Attorney, you must have: Admission to the NYS bar and two years of post-licensure professional legal experience.
Competitive Minimum Qualifications:
For a 70.1 transfer to the Senior Attorney, SG-25, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 23 or above.
For a 52.6 transfer to the Senior Attorney, SG-25, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 23 or above and must have 1 year as an Assistant Attorney 3 OR admission to the New York State Bar AND 2 years of subsequent satisfactory legal experience.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Additional Comments Preferred Qualifications/Knowledge, Skills and Abilities:
• Attorney admitted to practice in New York, or eligible for the NYS Bar Exam
• Fundamental understanding of NYS laws pertaining to municipal government and finance, including the imposition of taxes and assessments, and borrowing.
• Fundamental understanding of the structure and function of NYS local governments.
• Excellent written and oral communication skills.
• Ability to organize large volumes of factual and legal data into clear and logical sequences.
• Ability to analyze legal issues and identify significant cases, opinions and facts.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
