Duties Description The Analytics and Research Unit Manager (Data Analyst 2) serves as the lead technical and analytical authority for EMS data analytics within the Division of State Emergency Medical Services. The position directs the development, analysis, and interpretation of complex EMS datasets to support statewide surveillance, policy development, operational planning, performance monitoring, and emergency response activities.

The incumbent is responsible for leading and supporting the development, administration, and expansion of Division-managed analytic and geospatial platforms used for EMS data visualization, situational awareness, and reporting. The position plays a key role in shaping and operationalizing Division-owned data repositories, including data lakes and data warehouses, by defining analytic requirements, supporting data modeling and integration, and ensuring these systems meet programmatic, operational, and strategic needs. The position works collaboratively with internal Division programs and approved external public health stakeholders to support system access, training, and controlled data sharing in accordance with executed data use agreements and established data governance standards.

Analytic, reporting, and platform development activities primarily utilize EMS datasets maintained by the Division of State Emergency Medical Services. Additional data sources may be incorporated when approved and integrated to support specific analytic or operational needs, in accordance with established governance processes.

The position performs advanced analytical work requiring independent judgment, technical expertise, and problem-solving skills to interpret complex EMS data and develop analytic products that inform policy, operational, and strategic decision-making. Work involves selecting and applying advanced statistical, analytical, and geospatial methods; integrating data across systems; and ensuring analytic accuracy and integrity. The position operates with broad discretion in determining analytic approaches, prioritizing work, and resolving technical issues, with significant consequences for data quality, decision-making, and public health outcomes.

Minimum Qualifications Seven years of experience* in data visualization, and statistical models and data mining tools.

*Substitution: An associate's degree may substitute for two years of general experience; or a bachelor's degree may substitute for four years of general experience. A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

Preferred Qualifications: Certifications / Licenses: Certification or formal training in data analytics, data science, or statistical programming (e.g., Certified Analytics Professional, SAS Certification, Google Data Analytics, Tableau, or Power BI); coursework or training in epidemiology, public health informatics, or applied statistics; familiarity with NEMSIS data standards; completion of supervisory, leadership, or project management training is desirable.

Experience: Experience performing advanced data analytics using large, complex EMS or public health datasets; experience analyzing EMS and health data to support surveillance, planning, or policy initiatives; experience developing and validating statistical or predictive models; experience producing dashboards, reports, and analytic products for program, policy, or executive audiences; experience coordinating analytic projects across internal teams and external partners; experience supporting analytics platforms or data systems, including user access management and stakeholder training governed by formal data use agreements.

Knowledge / Skills / Abilities: Advanced knowledge of data modeling, statistical analysis, and data mining techniques applicable to EMS and public health systems; proficiency in analytical and programming tools such as R, Python, SQL, or comparable platforms; proficiency with business intelligence and data visualization tools, including Power BI or Tableau; knowledge of data governance, privacy requirements, and health data reporting standards; strong analytical judgment and attention to detail; ability to translate complex technical findings into clear, actionable information for non-technical audiences and decision-makers.

Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
