Duties Description The Executive Director of ORES will report to the Department’s Chief of Staff and be responsible for the management, administration, and coordination of the work of ORES. Specific duties include, but are not limited to:
• Serving in a leadership role in the formulation of policy, technical excellence, regulatory compliance, and quality environmental and safety programs.
• Representing ORES at Department management meetings and in meetings with top-level managers, private and public sector-representatives, communities, the Legislature, Governor's Office, as well as State, federal, tribal, and local governmental agencies.
• Applying first class interpersonal and communication skills and working collaboratively with Department Directors and Executive Staff.
• Developing and implementing ORES policies, rules, regulations, and procedures.
• Functioning as the final decision maker on permitting decisions related to the siting of major generation projects and electric transmission projects.
• Formulating and driving process improvements to streamline operations, leverage technology, and manage resources.
Minimum Qualifications Bachelor’s degree and ten years of relevant progressively responsible professional experience*, including at a policy making and managerial level, in matters related to development of infrastructure, process optimization, or energy regulations. This experience must include at least five years in a managerial** capacity. The overall experience must also include experience at a policy making level in the areas of the siting of major transmission and/or generation projects.
Preferred qualifications include: knowledge of New York's renewable energy industry; experience in communicating with senior government officials and multi-agency project management and development; a demonstrated track record of meeting strict deadlines; ability to seamlessly work across the strategic, operational, public relations, communications, and administrative aspects of the Executive Director role; and experience in siting of major infrastructure, transmission, and/or generation projects under the National Environmental Policy Act (NEPA), the State Environmental Quality Review Act, Public Service Law (PSL) Article VII, and/or PSL Article 10 from either the public or private sector.
*Substitutions: four years of specialized experience or an associate’s degree and two years of specialized experience may substitute for bachelor’s degree; master’s degree may substitute for one year of specialized non-managerial experience; J.D. may substitute for two years of specialized non-managerial experience; Ph.D. may substitute for three years of specialized non-managerial experience.
**Managerial experience includes having responsibility for determining and prioritizing the workload of a unit or section, the management of subordinate professional employee supervisors, including assignment of tasks, employee training and development, evaluation of their performance and time and attendance, making recommendations on hiring and other human resource actions, and participating in long-range planning for the program.

The Department’s Office of Renewable Energy Siting and Electric Transmission (ORES) is a one-stop-shop for the environmental review and permitting of major renewable energy and transmission facilities in New York State. ORES is charged with speeding up the siting and permitting of major renewable energy and transmission facilities to accelerate the build-out of New York’s clean grid in order to meet the State’s renewable energy objectives while protecting the environment and responding to community concerns through the consideration of all pertinent social, economic, and environmental factors, including environmental justice, while providing opportunity for local government and community participation in the permitting process.
Remarks:
Salary will be commensurate with experience. The primary location for this position is Albany, New York with at least 10% travel, which may vary depending on location. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
