Duties Description This role provides comprehensive human resources and administrative support to facilitate the recruitment, development, and retention of a competent workforce. Responsibilities include managing the entire onboarding process including, background checks, fingerprints, and minimum qualification reviews; while also assisting with staff development programs, creating interview questions with department heads, and conducting interviews when necessary. The incumbent proactively identifies staffing needs, manages organizational chart structures, reviews eligible lists and exam results for assessment, and suggests improvements to Civil Service announcements and position scopes to better fit facility needs. Furthermore, the role involves managing position descriptions, reclassification requests, and item earmarks in coordination with Albany Central HR and Civil Service, as well as maintaining probationary and annual performance evaluations.

Minimum Qualifications Transfer: Current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-16 and eligible for transfer to Human Resources Specialist 1 (SG-18) under Sections 70.1 or 52.6 of the NYS Civil Service Law OR a current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-11 and eligible for transfer to Human Resources Specialist Trainee 1 or Trainee 2 under Sections 70.1 or 52.6 of the NYS Civil Service Law.

NY HELPS Non-competitive minimum qualifications:
Human Resources Specialist Trainee 1: Candidates must have four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

Human Resources Specialist Trainee 2: Candidates must have five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

Human Resources Specialist 1: Candidates must have six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

*Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Preferred Qualifications: The preferred candidate must have a customer service approach to problem-solving and dealing with people, and possess strong planning, organizational, writing, communication, and leadership skills; a working knowledge of laws, rules, regulations, and policies of the Department of Civil Service, Office of Employee Relations, and the negotiated agreements between unions and the state is required. The preferred candidate should also exhibit a commitment to teamwork, collaborative skills, a high degree of professionalism, and a strong work ethic. Required technical skills include proficiency with Microsoft Outlook, Excel, Word, and SharePoint. Experience with recruitment, retention, and other human resources-related tasks is highly preferred, all of which relate to employee relations.

Two-year traineeship leading to Human Resources Specialist 1, Salary Grade 18, is in effect. Appointment may be made at either the Trainee 1 or Trainee 2 level (equated to Grades 14 or 16), or Human Resources Specialist 1 - Salary Grade 18, depending on the qualifications of the candidate. Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 SG-18 following successful completion of the traineeship.

This position is part of the NYS HELPS program. No examination is required.
