Duties Description The Bureau of Contract & Grant Development includes a Good Faith Efforts team tasked with administering the DEC’s Minority and Women-Owned Business Enterprise/Equal Employment Opportunity (MWBE/EEO), Service Disabled Veteran-Owned Business (SDVOB), and Disadvantaged Business Enterprise (DBE) programs. This Compliance Specialist 3 position will serve as the Good Faith Efforts team lead, and maintain overall responsibility for the aforementioned programs.
Duties of the position will include, but not be limited to:
•Supervise team responsible for administration of the agency’s MWBE/EEO and SDVOB programs.
•For the MWBE/EEO program, ensure appropriate goal setting; utilization plan, staffing plan, workforce audit, and waiver request assessments; compliance; and submission of annual goal plan and quarterly reporting.
•For the SDVOB program, ensure appropriate goal setting, utilization plan assessment, compliance, and submission of annual goal plan and quarterly reporting.
•Maintain standardized procedures and processes for MWBE/EEO and SDVOB workflows.
•Communicate with pertinent oversight agencies (Empire State Development for MWBE/EEO and Office of General Services for SDVOB), and respond to inquiries and ad hoc requests.
•Represent the agency at public events such as the MWBE Forum and VetCon.
•Communicate with contractors, including certified MWBE and SDVOB vendors, to facilitate utilization.
•Communicate with/educate DEC staff on the MWBE/EEO and SDVOB programs to improve utilization.
Minimum Qualifications Eight years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector. One year of experience must have been at the supervisory level. A bachelor’s degree may substitute for four years of the non-supervisory experience. A master’s degree may substitute for one year of the non-supervisory experience.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
