Duties Description The Office of Diversity and Inclusion Management provides guidance and support to partner agencies on DEI programming, leads DEI strategic planning efforts, and coordinates recruitment and outreach efforts for the Department. To better meet jobseekers where they are and to educate the greater community on the many available job opportunities available in public service, the Department is establishing Centers for Careers in Government at 10 DOL Career Centers and this position will play an important role in ensuring the success of the career centers.

Reporting to the Director of Diversity & Inclusion Management, the Manager of Diversity & Inclusion duties in the Office of Diversity & Inclusion Management will include but are not limited to the following:

• Working with the Director to advance statewide initiatives related to the development and implementation of statewide diversity and inclusion policies, targeted outreach and recruitment, and diversity, equity, and inclusion-related training.
• Managing the Division’s day-to-day activities and assignments, including overseeing multiple teams responsible for the execution of policy related to diversity and inclusion and equal employment opportunity programs for agencies.
• Supervising staff in conducting diversity and inclusion surveys and performing a review and analysis of the resultant data.
• Managing the production of reports that analyze State workforce management trends and working with the Director to operationalize recommendations based on the findings.
• Evaluating agencies’ progress in meeting objectives and recommending any corrective action.
• Providing expert advice to internal and external customers on diversity and inclusion, equal opportunity, and reasonable accommodation issues.
• Reviewing proposed legislation or programs related to merit system activities to assess their impact on diversity, inclusion, and equal employment opportunities; and making appropriate recommendations.

Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS):
Eleven years of experience in diversity and inclusion, equal opportunity, or human rights, which includes working with community service organizations concerned with diversity and inclusion, equal opportunity, civil rights, training, and upgrading the educational and job qualifications of protected class members or working in human resources or labor relations where your experience is directly related to diversity and inclusion. Two years of that experience must have been at a managerial level.
Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

COMPETITIVE QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service as a Diversity & Inclusion Specialist 3.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade M-3. To be considered, you must provide a copy of your letter of eligibility with your response.

PREFERRED QUALIFICATIONS:
• Experience developing, implementing, and administering DEIA-related initiatives within the context and parameters of New York State government and the Civil Service Merit System.
• Direct experience in the facilitation of reasonable accommodation requests and implementation of accessibility-related efforts. This includes experience communicating with Counsel, Labor Relations, agency leadership, and other key stakeholders regarding the application of relevant laws and best practices related to reasonable accommodation and other accessibility efforts.
• Experience in leading DEIA-related training initiatives.
• Familiarity with mechanics within the merit system that impact opportunities for veterans, individuals with disabilities, and veterans with disabilities, including the Governor’s Program to Hire Individuals and Veterans with Disabilities (the 55b/c Program).
• Expertise in using data in decision-making processes.
• Demonstrated ability to effectively analyze complex issues and problem solve.
• Excellent oral, written, and presentation skills.
• Strong supervisory skills and commitment to ongoing staff development.
