Duties Description Under the direction of a higher-level manager, the Quality Care Facility Review Specialist 3 will perform the following duties:
• Oversee all operations of the Mortality Review Unit.
• Regularly liaise/direct communication with Regional Chiefs of Investigations, and at Director/Assistant Director level with IMU, Counsel, Records Access, PQI, IFSU; liaise with SOA Commissioners or designees, and SOA DQA Central Offices, and SOA Bureau of Programs Certification, DOH Central Hospital Complaint Intake Program, NYS DOH and NYC DOH Bureaus of Vital statistics, and County Coroners/Medical Examiners; and directly with local law enforcement and District Attorneys as needed.
• Attends Leadership and other meeting as requested or required representing the MRU and the NYS Justice Center.
• Makes policy and procedure level decisions for the Mortality Review Unit to ensure quality and efficiencies, to identify a risk plan, and to identify performance indicators.
• Review all newly created death cases:
o Work directly with the IMU Director/Assistant Director on new death cases to ensure most appropriate classifications.
o Reviewing and overseeing the triage, prioritizing, and assignment of new cases to members of the MRU.
o Ensuring the accurate and timely identification and reporting of reportable incidents discovered during staff’s mortality reviews.
• Case Closures
Ensure staff performance, and quality of reviewer’s products through step reviews and closures.
Responsible for Issuing all final outgoing correspondences and reports from the MRU.
• Medical Review Board:
Supervising the Executive Secretary to the Medical Review Board who accepts case referrals and facilitates case reviews.
Supporting all MRB functions.
• Mortality Case Coordination:
Ensures timely and accurate upgraded to A/N death involved cases.
Completes MCC case strategy memo.
Facilitates the interdisciplinary team meetings for each MCC case.
Oversees the recruitment, interviews, and orientation training of specialized MCC field investigator team.
Facilitates Quarterly Training Topics and Annual meetings for MCC team.
• Responsible for supervision of lower-level staff including an administrative support staff, MRB liaison.
• Oversee all onboarding and creates and ensures implementation training program for all Mortality Review Unit employees.

Minimum Qualifications Non-competitive: one year of permanent service as a Quality of Care Facility Review Specialist 2 or Quality of Care Facility Review Specialist 2 (Nursing); or bachelor’s degree AND five years of experience* working in any of the following, or combination of the following: a New York State Office of Mental Health, Office for People With Developmental Disabilities, Department of Corrections and Community Supervision, Office of Children and Family Services, Department of Health, State Education Department or Office of Addiction Services and Supports licensed or supervised facility covered under the jurisdiction of the NYS Justice Center for the Protection of People with Special Needs; investigating complaints and allegations of abuse and neglect of persons receiving care from a facility or provider covered under the jurisdiction of the NYS Justice Center for the Protection of People with Special Needs; a medical facility; a child protective services organization; or as a professional advocate or service provider in the field of rehabilitation, developmental disabilities, or mental health. Two years of this experience must include administrative or managerial supervision in the program areas described above.

Preferred Qualifications:
Candidates with five (5) years of supervisory experience and eight (8) years of nursing experience are strongly preferred. Experience supervising staff within healthcare, mental health, developmental disabilities, or other related program areas is desirable as well as experience in analyzing processes and workflow for improvement. Nursing experience in a medical, behavioral health, or long-term care environment is also preferred.
