Duties Description Under the supervision of the Park Director and Regional management, the Park Manager 2 will act as second-in-command of the facility, oversee and direct all day-to-day facility operations, oversee and assist with all facility administrative tasks, directly supervise all department supervisors and administrative staff, as well as other duties as required.

• Oversee and direct all day-to-day facility operations and maintenance at Sunken Meadow. Directly supervise the Park Administration staff, as well as the department heads of the Park Operations/Maintenance staff, Golf Maintenance staff, Golf Operations staff, and Lifeguards.
• Oversee and assist with facility administrative needs such as the facility budgets; staff schedules; planning, scheduling, and approval of park use permits and special events; and park revenue and auditing operations.
• Oversee facility staff development and training, monitor employee performance, evaluations, and coordinate with the Park Director and Regional Management to apply corrective actions.
• Coordinate with Regional Maintenance, Engineering, and contractors to request, plan, and oversee park capital improvement projects, and routine and emergency repair projects.
• Work closely with park staff, concession management, police, fire, and ambulance services to ensure prompt and effective responses to emergencies. Review all Patron Incident Reports and coordinate immediate corrective measures for any deficiencies to ensure a safe facility for all patrons and staff.
• Oversee compliance with all policies, procedures and reporting including personnel, revenue, payroll, purchasing, hiring and audit programs of all state and concession operations.
• Actively and effectively inspect and monitor facility concession operations to ensure established park standards are being met.
• Communicate regularly and work with the Park Director, Regional Management, and Regional staff to ensure routine park operations standards are maintained, and consistent messages and support of plans, policies, and procedures are distributed to park staff.
• Assist the Park Director, Regional Management, and the NRSP Facility Manager with the supervision of Nissequogue River State Park.
• Initiate, monitor, and review written communications for compliance, accuracy, timeliness, and conciseness.
• Implement staff training in the standard procedures governing park and maintenance operations, equipment operation, and safety. Regularly follow up with staff to ensure that standard procedures are adhered to, and that work proceeds in a safe and efficient fashion.
• In the absence of the Park Director, oversee all facility operations, administration, plans, programs, and improvements.
• Review and approve park use and group use permits as well as applications for golf group outings and tournaments.
• Utilize the Fore-Up golf reservation system to effectively assist golf operations staff and assist golfers as needed.
• Make recommendations and perform research for new equipment needs for the facility regarding both park operations and golf maintenance.

Minimum Qualifications NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either A. seven years of experience working in a park, recreational facility, or campus* including two years of managerial experience;**

Or B. a bachelor's or higher-level degree*** in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND three years of experience working within a park, recreational facility, or campus* including two years of managerial experience.**

*For the purposes of this examination, a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic facilities, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.

**Managerial experience is defined as directing or administering at least three of the following functional areas within a park, recreational facility, or campus: administration (business, personnel, finance); environmental education/interpretation; maintenance; planning; programming; or public relations/visitor services. Your application must clearly describe your managerial experience in three functional areas.

***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

55-b/c Information:
Current permanent non-competitive state employees certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

Reassignment Qualifications:
You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Park Manager 2, SG-21.

52.6 Transfer Qualifications:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer.

52.7 Non-Competitive Promotion (NCP) Qualifications:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Park Manager 1. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

Nominations for promotion by non-competitive examination will not be approved if the nominee failed the two most recent examinations for promotion to the title for which they are nominated.

Non-competitive refers to not competing in an examination; the appointment will be competitive.

Additional Comments SALARY INFORMATION:
The hiring rate listed combines the statutory hiring rate for PS&T Grade 21 ($78,126) with the Downstate Adjustment ($4,000). Similarly, the job rate posted is a combination of the statutory job rate ($99,056) and the Downstate Adjustment ($4,000).
