Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of Sr. EA Procurement Officer (SG31) within the Finance Division, the position will be part of the Financial Administration Data Analytics and Reporting team.

Specific duties, include but are not limited to, the following:

• Understand each Finance business process supporting ITS Financial operations
• Understand the current state technical solutions supporting ITS Financial operations
• Understand the data resources supporting ITS Financial operations and the management of those resources
• Identify and work with business teams to implement automation where possible and appropriate
• Identify and work with business teams to create custom reporting to serve Finance teams and Program Staff
• Supervise staff to ensure work products are accurate, to standard, and provide value return
• Measure and document value return provided by unit work products
• Support administration of ITS Finance SharePoint resources and solutions
• Oversee migration of ITS Finance business processes from deprecated ITS Finance SharePoint resources to supported solutions or FMS
• Ensure staff are trained to support ITS Finance business teams in the deployment of supported solutions or FMS
• Proactively leverage technical solutioning to improve the automation, efficiency, visibility, and user experience of Finance business teams and program staff

Minimum Qualifications Six (6) years of information technology experience, two (2) years of which must be within the discipline of product management.

SUBSTITUTIONS:
• Associate’s degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information technology experience.
• Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or a related field can substitute for one year of general information technology experience.
• Bachelor’s degree in any field including or supplemented by fifteen (15) semester credit hours in computer science or a related field substitutes for three years substitutes for three (3) years of general information technology experience.
• Bachelor’s degree in any field substitutes for two (2) years of general information technology experience.
• Master’s degree or higher in computer science or related field substitutes for one year of general information technology experience.

Preferred Qualifications
• 3+ years of experience with Microsoft Dynamics Power Platform (Power Apps, Power Automate, Power BI).


Preferred Qualifications:
Experience with Workday Financial Management or similar enterprise financial systems (e.g., Oracle, SAP, PeopleSoft).
Hands-on experience with Workday Prism Analytics, including data modeling, data source association, and reporting.
Proficiency in managing integrations between financial systems and other enterprise applications (e.g., HR systems, procurement tools).
Familiarity with low-code/no-code automation platforms and ability to configure workflows and business processes.
Strong understanding of financial operations and accounting principles, including general ledger, accounts payable/receivable, and budgeting.
Experience in data governance and data quality management, ensuring accuracy and compliance across integrated systems.
Ability to translate business requirements into technical specifications for system configuration and reporting.
Knowledge of API-based integrations and data exchange standards (REST, SOAP, XML, JSON).
Experience with enterprise reporting and analytics tools, preferably within Workday or similar platforms.
Proven ability to work with cross-functional teams, including Finance, HR, IT, and external vendors, to deliver system implementations.
Strong problem-solving and troubleshooting skills for system issues and data discrepancies.
Experience supporting system upgrades and new feature deployments in a SaaS environment.
Understanding of security and compliance requirements for financial data (e.g., SOX, GDPR).

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis.
