Duties Description Publications Manager 3 serves as the serves as Director of the Publications Bureau within the Division of Communication, Education, and Engagement (DCEE). This position manages the production of publications (print and digital), an agency research library, a team of editors and writers that review, edit, and compile agency reports, documents, brochures, posters, kiosk panels as well as the New York State Conservationist magazine and its classroom companion publications.
Responsibilities of this position also include:
• Directing the Bureau of Publications by advising, supervising and assigning tasks to the Conservationist team, Editorial team and Library team
• Providing agency policy oversight and consulting with the Division Director when necessary
• Directing the planning, preparation, publication, and business management of The New York State Conservationist Magazine
• Overseeing magazine production schedule to meet bi-monthly publication mandate
• Advising both prospective and secured contributors
• Evaluating articles, suggesting changes to the magazine team
• Advising graphic designers on layout in correlation to the flow of written content
• Working with the Bureau of Multimedia Services to secure photography assets
• Reviewing printer proofs and managing resolution to errors
• Resolving production problems with printer
• Reporting operational status of magazine to the Division Director, Management and Budget, and Executive Staff
• Consulting with executive staff on matters of policy and incorporating agency messages into publications
• Overseeing formulation of Conservationist for Kids; developing themes, reviewing content, and securing funding
• Developing various circulation promotion projects for the magazine
• Monitoring and approving subscription renewal notices and invoice mailing schedule
• Advising the magazine team on responses to “Letters to the Editor”
• Directly writing and responding to any Commissioner’s Correspondence Unit inquiries
• Reviewing, and approving the monthly copyright notice requirements
• Managing subscription fulfillment software agreements
• Reviewing and editing promotional materials and overseeing their printing and production
• Oversite of printing contract specifications
• Reviewing and approving agency print vouchers
• Preparing budget for and conferring with Director on finances and all aspects of operation of magazine including review of expenditures and availability of funds for magazine operation
• Managing C4K distribution contract and postage accounts
• Overseeing editorial content and policy adherence in agency promotional materials, educational materials, reports, and press releases
• Overseeing utilization of library research services across the entire agency, including regional offices to support scientific and legal research
• Advising on agency library's’ database contracts
• Managing library budget to effectively benefit staff resources, such as ASTM Engineering Standard and Westlaw materials
Minimum Qualifications Nine years experience in writing and production of publications which include professional experience in at least two of the following areas: writing and editing; design (typography, photography and illustration); and developing printed documents from concept to execution. Two years of this experience must have included all of the following: supervision of subordinate professionals; preparation of budgets; and policy development and implementation. Examples of acceptable managerial experience include service as an art director, publications director, publications manager or chief editor.
A bachelor's degree in graphic arts, english, journalism, biology, chemistry, engineering, geology, physics or environmental science, may be substituted for four years of the non-managerial experience; and an associates degree in these areas may be substituted for two years of the non-managerial experience.

Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
