Duties Description Reporting to the Special Assistant (Assistant Director, Counter Foreign Malign Influence), the Critical Infrastructure Analyst 2, will assist in developing and overseeing the Counter-Foreign Malign Influence training and awareness program, planning organizing and directing activities within the unit which assess, analyze, evaluate and address the risks to New York State of foreign intelligence activities and foreign malign influence by individuals and foreign governments
Duties will include but are not limited to the following:
• Serve as the primary deputy to the Assistant Director, Counter Foreign Malign Influence.
• At the Assistant Director's direction:
• Direct all aspects and staff of the CFMI, providing technical feedback and guidance to relevant stakeholders while following current industry standards and procedures in relation to the affected critical infrastructure sector.
• Oversee CFMI program efforts to develop best practices for critical infrastructure, state and local government, education and private and non-profit sector partners.
• Develop and implement an outreach plan for CFMI focused on NYS executive, non-executive, public authorities, and other identified organizations to raise awareness of CFMI and to discuss security policies and programs.
• Shape and deliver cutting-edge counterintelligence and foreign malign influence training and resources, empowering OCT customers to effectively identify and counter threats.
• Pioneer and lead a robust reporting framework for New York State agencies, ensuring timely and actionable intelligence on counterintelligence and foreign malign influence activities.
• Effectively communicate FMI details and technical analysis to DHSES executives and relevant stakeholders through reports and presentations making recommendations based on substantiated knowledge.
• Develop a central repository of resources specific to targeted sectors including asset analysis methodologies, case studies, risk reduction strategies and other identified subject areas.
• Uncover critical insights through strategic site and field visits, gathering essential information to drive program success and operational effectiveness.
• Amplify program reach and impact by directing dynamic outreach efforts, fostering vital partnerships and knowledge sharing across a wide spectrum of public and private entities.
• Cultivate and strengthen collaborative relationships with public and private organizations, associations, and consortia to enhance collective security efforts.
• Ensure efficient and effective resource utilization by expertly managing vendor contracts and service agreements.
• Work closely with Executive Chamber and security personnel to ensure all vetting processes, both human and structural, are held expeditiously with necessary clearances in place.
• Drive strategic intelligence and analysis, leading a team to conduct in-depth research on global security trends, interpret complex intelligence, and produce authoritative reports with clear, impactful recommendations.
• Foster a high-performing team environment, providing leadership, mentorship, and guidance to staff, ensuring operational excellence and professional growth.
• Support DHSES operations during times of emergency and disaster from the State Emergency Management Office (SEMO), state field offices and/or local deployments as assigned.
• Perform other duties as required.
Minimum Qualifications NON-COMPETITIVE
Ten years of professional or technical critical infrastructure analysis experience, two years of which must be as a supervising program manager and an additional three years must be in one or more infrastructure sectors*.
A bachelor's degree in a relevant area** may substitute for four years of general experience; a master's degree in a relevant area** for one additional year of general experience. Experience must include research and analysis of highly technical programs; analysis and development of operational protocols for a large organization, including risk management and vulnerability assessment; analysis of public policy issues; or strategic planning and process improvement.
*Critical Infrastructure Sectors: Agriculture and Health; Public Health and Health Care; Water and Wastewater Treatment Systems; Energy; Banking and Finance; National Monuments and Icons; Defense Industrial Base; Information Technology; Telecommunications; Chemical; Transportation Systems; Emergency Services; Postal and Shipping; Dams and Waterways; Governmental Facilities; Commercial Facilities; Nuclear Reactors, Materials and Wastes.
**Qualifying education may include the following or closely related fields: Psychology, Criminology/Criminal Justice, Law, Sociology, GIS, Geography, Information Technology (Various), Engineering (Various), Forensics, Biological Sciences, Earth and Atmospheric Science, Military Studies, Mathematics, Telecommunications, Chemistry, Language (Various), Transportation and Logistics, Industrial Technology, Global Studies, or Intelligence Studies
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
