Duties Description Under the direction of the Deputy Director for Emergency Management, the incumbent of the Park Manager 1, G-18, position will function as the Regional Emergency Manager (REM), the field component of the Emergency Management Bureau, and will be assigned to the Southern Tier REDC (Regional Economic Development Council) Region.

The primary responsibility of the Park Manager 1, G-18, REM is to coordinate emergency management Preparedness (planning and training), Response (coordination of information and incident support resources) and Recovery (damage assessment and coordination for management of federal assistance programs) with Parks and State agencies located within the REDC boundaries. The incumbent will function as the primary conduit between the Emergency Management Bureau Headquarters and OPRHP regional staff located within the REDC (Regional Economic Development Council) regions. A critical component of this effort is the integration of Park Police and Park Operations actions to include the crossflow of information between each component. A significant portion of routine duties and responsibilities will be to interact with OPRHP supported Emergency Support Function (ESF) regional staff from other State Agencies (Departments of Transportation (DOT), Environmental Conservation (DEC), Homeland Security and Emergency Services (DHSES), Office of Emergency Management (OEM), Canals, New York Power Authority (NYPA) and Thruway Authority.

The Park Manager 1, G-18, REM will also work with Agency regional staff to identify regional emergency management training needs and coordinate delivery and/or provide direct training to OPRHP regional staff on internal and external current/emerging emergency management processes and procedures. Internal training for direct delivery will include refresher training on OPRHP Significant Incident Reporting Procedures, OPRHP Emergency Management Operations Procedures, Executive Chamber Emergency Management Operations Procedures, Basic Incident Command System Principles, Preliminary Damage Assessment process and other similar subjects.

The Park Manager 1, G-18, REM, will also serve as a facilitator to assist OPRHP Regions with the development of plans required by the Division of Homeland Security and Emergency Services, such as Incident Action Plans for large events and Continuity of Operations Plans for Regional Headquarters. The Park Manager 1, G-18, REM, also provides assistance to Park Regions in developing in regional mitigation priorities and potential local hazard mitigation projects for submission to FEMA.



Minimum Qualifications There is a current civil service eligible list for this title which will be canvassed. Candidates mut be reachable on the list to be eligible for appointment. You may also apply if you are eligible for appointment or reinstatement by one of the following qualifications:

Either: 1. six years of experience** working in a park, recreational facility, or campus* in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience; Or,

2. a bachelor's or higher-level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus* as described in any of the functional areas listed in option 1 above.

Examples of non-qualifying experience include but are not limited to working at a gym, ski area/resort, and sport stadiums.

Examples of non-qualifying degrees include but are not limited to accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.


*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.

Reinstatement Under Rule 5.4
Candidates who were previously permanently employed by New York State in this title may be reinstated to this position or any position to which they were eligible to transfer. Employees separated from their positions may be reinstated within one year of the date of separation. Employes who have been separated from State service for more than one year by be reinstated upon approval of the New York State Civil Service Commission. Transfers

The schedule and work shift for this position will vary and candidates will be expected to work weekends, evening hours and be available for call-ins as needed.

*NY HELPS Program
For the duration of the NY HELPS Program, this title maybe filled via a permanent non-competitive appointment, which mans no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employes will then be afforded with all the same rights and privileges of competitive class employees. While service permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming.
