Duties Description Directly reports to and supports the work of the NYSIC Command funding and project manager.

Assists in preparing the financial plan for NYSIC special initiatives and grants.

Assist with the development of new initiative project plans with NYSIC supervisors and other relevant personnel as directed.

Discusses and clarifies project or budget proposals with relevant personnel.

Obtains and develops information to plan, prepare, and justify proposed initiatives and projected expenditures.

Prepares recommendations, summaries, and justifications for submission to the
agency Finance Office.

Gathers all required information, prepares and submits all procurement request paperwork.

Gathers all required information, prepares and submits technology requests to the appropriate approving unit.

Answers questions and provides information to financial administrators.

Maintains financial records to monitor and control expenditures.

Prepares and evaluates expenditures and other financial reports.

Prepares grant applications – gathers necessary information and data to complete the application, writes the draft application and drafts a proposed budget.

Gathers all relevant information, prepares and submits all required grant performance reports.

Manages the purchase of goods and services.

Works with relevant personnel who will obtain quotes for goods and services they require.

Locates sources for goods and services as directed.

Prepares analyses of proposed goods and services, and assists in meetings with vendors and contractors to discuss potential purchases.

Develops proposed solutions addressing problems with vendors.

Other duties as assigned.

Minimum Qualifications A Bachelor’s degree and two (2) years of experience performing duties relative to New York State government financial management and/or procurement.

Preferred Qualifications:

Additional consideration may be given to those with a degree in public safety, homeland security, public budgeting, accounting, or financial management.

At least three (3) years of demonstrated experience in New York State government financial management and/or procurement.

Demonstrated experience managing funding or procurement relating to federal grant programs.

Demonstrated experience with federal grant proposal development, grant writing, and grant budgeting.

Strong working knowledge of funding management and NYS procurement rules, procurement and funding ethics.

Minimum qualifications must be met by the time of appointment.
