Duties Description Candidate(s) eligible for appointment to a Real Estate Specialist 1 position may be appointed to a two year traineeship. If appointed to the traineeship the appointed candidate(s) will participate in a formal training program that will consist of classroom instruction, the completion of lesson plans and on-the-job training activities. In addition to participating in the formal training program, the incumbent(s) will perform beginning- level professional work under close and continuing supervision, in a variety of appraisal, property management and property acquisition activities. The trainees in this title begin as a Real Estate Specialist Trainee 1 equivalent to a salary grade 14. After successful completion of one year as a Real Estate Specialist Trainee 1, the appointed candidate(s) will advance to a Real Estate Specialist Trainee 2 equivalent to a salary grade 16. After one year of satisfactory service as a Real Estate Specialist Trainee 2 and completion of the two year traineeship the appointed candidate(s) will advance to the journey level Real Estate Specialist 1 (Salary Grade 18).
A Real Estate Specialist 1 works in a Regional Real Estate office under the direction of a Real Estate Specialist 2. Duties involve determining the values of property to be appropriated for public use, the management of such property and negotiation of a financial settlement with the owners of the property. This includes preparing reports of physical inspection, writing appraisals, negotiating claims, and helping to relocate residences and businesses, sign control and other related work. The duties of this position require considerable travel and fieldwork within a Regional area, and occasional travel to other parts of New York State. At the time of appointment and continuously thereafter, possession of valid license to operate a motor vehicle in New York State is required or otherwise must demonstrate the ability to meet the travel requirements of the position.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Real Estate Specialist Trainee 1:
Four years of real estate experience** appraising real property including writing original appraisal reports or reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; or writing original appraisal reports or reviews in connection with land acquisitions for public land acquisition agencies, utility companies, or not for profit conservation organizations; or real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property.
Real Estate Specialist Trainee 2:
Five years of real estate experience** appraising real property including writing original appraisal reports or reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; or writing original appraisal reports or reviews in connection with land acquisitions for public land acquisition agencies, utility companies, or not for profit conservation organizations; or real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property.
Real Estate Specialist 1:
Six years of real estate experience** appraising real property including writing original appraisal reports or reviews in connection with sales, leasing, financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; or writing original appraisal reports or reviews in connection with land acquisitions for public land acquisition agencies, utility companies, or not for profit conservation organizations; or real estate experience related to real property appraisal, title searching, survey work determining property lines, negotiation of leases, and the sale of real property.
**Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
