Duties Description The Bureau of Cost and Revenue Solutions (CARS) is responsible for a variety of interrelated functions. One primary function includes compiling OPWDD's annual $10B Consolidated Fiscal Report (CFR) for services provided in state-operated institutional and community-based programs which includes the facilitation of an annual certification of the CFR by an independent CPA firm. CARS also maintains OPWDD's Cost Allocation Plan (CAP) to support reimbursement of costs associated with administering OPWDD's service delivery system of both state-operated and over 600 voluntary not-for-profit service providers. The revenues generated by these sources directly finance OPWDD operations. The ideal candidate will be goal oriented, a constant learner, and a trusted partner. Joining the CARS team will allow the candidate to further develop communication, analytic, and interpersonal skills. In addition, working in CARS will also provide a foundation for understanding OPWDD's complex operational environment.
Duties include, but are not limited to, the following:
· Work independently and with a team to ensure the completion of the CFR/CAP.
· Organize, prioritize, and plan workload demands to ensure task/project completion within established deadlines.
· Communicate clear inquires/responses/guidance to stakeholders including senior management.
· Extract, analyze, and/or maintain data from various OPWDD/New York State applications. Applications may include: Tracking and Billing System (TABS), ad hoc databases, timekeeping systems, PayServ, New York Statewide Financial System (SFS), etc.
· Effective use of data analytic software/practices to create accurate and reliable analysis and deliverables.
· Enhance working knowledge of basic accounting principles and cost allocation practices to ensure procedures meet CFR/CAP reporting requirements.
· Assist in the facilitation of OPWDD's annual statewide CFR audit engagement conducted by an independent certified public accounting firm.
· Willingness to take on new challenges, develop creative solutions, and provide recommendations to enhance overall operations.
· Assist Bureau, Division, and/or Agency management on other issues/assignments, as needed.

Minimum Qualifications Open Competitive:
Health Care Fiscal Analyst Trainee 1 (Equivalent to SG-14):
Either 1. A bachelor’s or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration.
OR
2. A bachelor’s or higher degree in any field, including or supplemented by 12 semester credit hours in accounting and/or auditing; and 6 additional semester credit hours in statistics, economics, accounting, and/or auditing.
Health Care Fiscal Analyst Trainee 2 (Equivalent to SG-16):
Either 1. A bachelor’s or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration.
OR
2. A bachelor’s or higher degree in any field, including or supplemented by 12 semester credit hours in accounting and/or auditing; and 6 additional semester credit hours in statistics, economics, accounting, and/or auditing.
And one year of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, nonprofit organization, hospital or healthcare facility related to reimbursement rates, principles, and practices.
Senior Health Care Fiscal Analyst (SG-18):
Either 1. A bachelor’s or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration
OR
2. A bachelor’s or higher degree in any field, including or supplemented by 12 semester credit hours in accounting and/or auditing; and 6 additional semester credit hours in statistics, economics, accounting, and/or auditing.
And two years of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, nonprofit organization, hospital or healthcare facility related to reimbursement rates, principles, and practices.
Substitution:
A master’s or higher degree in a related field can substitute for one year of experience.
Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

55 B/C Qualifications:
• Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
• Appointments may also be made at the Health Care Fiscal Analyst Trainee levels. Candidates hired at the entry-level title (Health Care Fiscal Analyst Trainee 1) may be advanced to the full-performance level (Senior Health Care Fiscal Analyst) following satisfactory completion of two-years of service.
Salary range listed below encompasses the hiring rate of a Health Care Fiscal Analyst Trainee 1 through the job rate of a Senior Health Care Fiscal Analyst.
• Health Care Fiscal Analyst Trainee 1: $53,764*
• Health Care Fiscal Analyst Trainee 2: $59,994*
• Senior Health Care Fiscal Analyst: $66,951* - $85,138*
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
