Duties Description Under the general direction of the Director of the Division of Materials Management, the Assistant Environmental Program Director is responsible for managing and directing the activities in the Division of Materials Management which includes four Bureaus and nine Regions covering seven major program areas (i.e., Solid Waste Management, Hazardous Waste Management, Pesticides Management, Radioactive Materials Management; Waste Reduction and Recycling, and Pollution Prevention).

Specific duties will include:

• Providing leadership and executive direction to the Division of Materials Management including direction, program management, guidance, organization and coordination associated with the management of the Division.

• Providing leadership and supervision for the Bureau Directors, the Regional Material Management Engineers and the Resource Management and Administrative Support Units.

• Managing the development and implementation of the Division work plan and budget and to meet the goals of the division and the department.

• Managing fiscal and staff resources allocated to the Division.

• Guiding the legislative, policy and regulatory agenda and activities for the Division.

• Working effectively with the Department's Executive staff, the Governor's representatives, other State Agencies, and other Department Division leadership.

• Maintaining communication with both regional and central office based program staff.

• Effectively and efficiently managing unplanned tasks and priorities, special projects, multi-divisional work groups, committees, etc.

• Periodically conducting strategic planning to evaluate the divisions programs, to identify gaps, develop solutions and propose program revisions and enhancements to ensure efficient program delivery and achievement of environmental protection goals.

• In instances as necessary, when the Division Director is unavailable, performing all necessary executive functions for the effective management and administration of the Division's programs.

Minimum Qualifications Transfer:

Must have one year of permanent competitive service in a position allocated to an SG-31/M4 or above and be eligible for transfer pursuant to Section 52.6 of the Civil Service Law.
OR

Qualifications provided below for provisional appointment:

Promotion: one year of service in a position allocated to either Grade 31 or M-4 or higher at the Department of Environmental Conservation.

Open-Competitive: a bachelor’s degree or higher and eight years of experience in the development or enforcement of environmental laws, regulations, policy, education, and planning for one or more of the following areas: air, land, water or environmental remediation; habitat management and restoration; species management and propagation; land use regulation, public space acquisition, public property management; mining; or mined land reclamation. Three years of this experience must include responsibility for the supervision of employees including administering employee evaluations and review of programs; preparing and implementing annual budgets and work plans; and managing allocated fiscal resources.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
