Duties Description • Overall administration and oversight of staff operations at the multiple varied physical plants within the Albany area.
• Personnel administration of both state and vendor contract staffers. Perform and monitor all time and attendance functions, review employee timecards; approve overtime and leave; counsel staff for any issues when required.
• Participate in the recruitment and/or selection of personnel. Conduct interviews; make recommendations for appointment; administer probationary reports on new staff; and make final recommendations for retaining or terminating staff or per-diem contractors.
• Accommodate development, and the administration, of the plant operations comprehensive Preventive Maintenance and Capital Project programs.
• Help monitor multiple construction projects from initiation to completion by observing and inspecting work in progress, to ensure code compliance, proper use of materials and equipment, schedules are met, and work is performed according to plan.
• Help maintain and provide oversight for NFPA and Asbestos required certification record keeping, maintenance and code compliance.
• Coordinate with the Emergency, Health, Safety & Security unit on the identification and remediation of asbestos containing materials.
• Administer large scale purchase requests for program, ensure scope and materials are available for both the Utilities workforce and the per-diem team members.
• Other duties as assigned.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required Experience: Seven years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; AND/OR contract management of building maintenance/construction/rehabilitation projects and grounds.
Substitutions: an associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
