Duties Description Reporting to the Executive Deputy Director for the Office of Emergency Management (OEM), this position will serve as a member of the executive leadership team to manage all the State's emergency preparedness and response activities and assist with recovery activities. The incumbent will exercise considerable initiative and discretion in performing a wide range of duties in managing the day-to-day operations of multiple portfolios within OEM. The Deputy Director of Preparedness will oversee multiple OEM Sections including Emergency Preparedness Initiatives, Planning, Radiological Emergency Preparedness Program, Training, and Exercise. On an ongoing basis, the incumbent will aid and support the Executive Deputy Director and the Director in formulating statewide policy and in fulfilling OEM's responsibility for leading and coordinating New York State's emergency management efforts regarding the State's emergency readiness and response activities. Based upon the nature of this work, the acceptable candidate must be available to provide executive level briefs on a 24 hour/7 day-a-week basis, potentially for extended periods of time.
Duties include, but are not limited to the following:
·Oversee the day-to-day operations of the Office of Emergency Management to support comprehensive emergency management missions under Executive Law Article 2-B. This includes ensuring staff are aware of duties and responsibilities; that work is performed in a professional, timely and cost-effective manner; that projects are monitored and reported on a regular basis; that staff follow appropriate procedures and protocols in responding to incidents, events or requests for assistance; and that agency priorities are reviewed, followed and periodically updated.
·Coordinate with the Executive Deputy Director and the Director to manage the preparation of comprehensive emergency management plans and procedures for the State and support to local governments and oversee the conduct of training and exercise programs designed to implement and improve such plans.
·Participate in the development and implementation of programs to prevent, mitigate, respond to, and recover from natural, human-caused, and technological disasters or emergencies.
·Establish and maintain critical emergency management communications linkages between federal, state and local governments, and non-governmental organizations and coordinate on programs, capabilities, and issues affecting statewide emergency management.
·In conjunction with the Executive Deputy Director and the Director, develop strategies and policies and provide guidance to senior staff to achieve short-and long-range emergency management goals.
·Provide executive-level managerial assistance and advice to the Director, Division, and State leadership, and during times of declared disaster, assist with coordinating readiness and response across State agencies and to augment state and local response activities, serve as executive leadership in the State's Emergency Operations Center, and perform other administrative responsibilities related disasters, major incidents, and/or significant mass gathering/special events.
·Serve as a State OEM Duty Officer on a rotating basis, during business hours and off hours. This includes information sharing and prioritizing requests, reports, donations, and offers received during by or initiated by the agency.
·Assist and provide reports to the Executive Deputy Director, Director, and Division leadership, as requested.
·Facilitate and represent the agency and executive staff at meetings, seminars, research groups, community events, and other venues as directed.
·Oversee and supervise multiple teams that collectively coordinate the State's emergency management preparedness programs through emergency management planning effort, statewide emergency management training coordination, exercising of plans, and ongoing evaluation.
·Perform other duties as assigned.
·Travel throughout New York State will be required. Possession and maintenance of a valid Driver's License issued by the Department of Motor Vehicles is required or otherwise demonstrate the capacity to meet the transportation needs of the position.
Minimum Qualifications Eleven years of relevant emergency management experience* in a police, fire, or first responder agency or emergency management organization.
Substitution: A bachelor's degree in an acceptable field may substitute for four years of general experience, and a J.D. or master's degree may substitute for one additional year of general experience; a PhD may substitute for two years of relevant experience. One year of relevant managerial or command level leadership directing and overseeing subordinates may be substituted for up to four years of general emergency management experience.
*The candidate must have demonstrated the ability to interact with relevant stakeholders, including during times of an emergency, such as members of the public, federal, state, county, and local first responders, emergency management officials, elected officials, and the media. The candidate must manage and lead high profile projects and programs, the ability to respond to executive and external stakeholder requests for information during ongoing operations, as well as excellent communication skills, good judgement, and ability to prioritize.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
