Duties Description Under the direction of a Business Systems Analyst 2 (BSA), SG-23, the Business Systems Analyst 1, SG-18, will provide analysis and design support for multiple agencies’ and shared service teams. The incumbent will participate on teams focused on eliciting and documenting requirements and test scenarios ITS initiatives.
Specific duties will include, but are not limited to the following:
• Conduct or assist in business systems analysis.
• Document business systems or processes by describing all relevant factors including workflow processes, data input and output activities, descriptions of data elements and overall program goals, objectives, and external considerations, such as federal and state legislative mandates.
• Gather, organize, and perform preliminary analysis of information about costs/benefits, advantages/disadvantages, and technical feasibility of designing and implementing proposed systems.
• Participate in meetings and works with agency management, users, vendors, consultants and other ITS staff to discuss solution options and assists in recommending appropriate solutions for meeting program requirements.
• Assist in analyzing the impact of implementing new or modified systems, products, or enterprise agreements on other agency programs.
• Assist with various design activities such as creating specifications, workflow diagrams, and other artifacts.
• Participate in the testing phase of application development such as assisting in the development of test plans and use acceptance testing.
• Process financial documents such as: new project requests, new product requests, new enterprise agreement requests, Project change requests for existing projects, Product change requests for existing products, Enterprise Agreement change requests for existing agreements, and project closeout requests for completed projects.

Minimum Qualifications A bachelor’s degree and two years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
