Duties Description Reporting to both the Small Business Health Options Program (SHOP) and Plan Management Divisions of NY State of Health (NYSOH), the Health Programs Integration Coordinator will provide high-level strategic oversight, leadership, and operational management of all administrative and programmatic functions within the Small Business Health Options Program (SHOP) and Plan Management Divisions of NY State of Health (NYSOH). Duties include: Exercising executive oversight of ongoing administrative operations and program initiatives within the SHOP and Plan Management Divisions, ensuring alignment with regulatory frameworks and organizational objectives; Serving as a strategic advisor to the NYSOH Executive Leadership, supporting the implementation of federal, and state policy directives—including gubernatorial initiatives and State of the State mandates—through detailed planning and coordination; Directing and managing all system-related activities relevant to SHOP and Plan Management, with a focus on compliance, business requirements development, data analytics, and business intelligence reporting in alignment with marketplace policy at all levels of government; Supervising the development and quality assurance of core NYSOH Marketplace documentation, including but not limited to: business requirement specifications, report templates, system design documentation, test plans, and end-user materials; Providing oversight and strategic direction to contracted personnel, guiding the formulation of impactful system enhancements through the submission of Change Requests, Cross-Program Improvement initiatives, and resolution of identified defects; Establishing and executing strategic priorities that support the overarching objectives of the Division, with specific focus on the SHOP, Individual Marketplace, and Essential Plan segments; Leading the design, execution, and evaluation of the NYSOH Provider Network Project. Responsibilities include coordination with contracted project management resources, conducting a national review of existing provider networks, convening industry stakeholders, and delivering data-informed policy recommendations aimed at enhancing network adequacy and access to care across New York State; Facilitating interagency collaboration to ensure harmonization of provider network objectives and operational workflows. Ensuring consistency and integration across various Department of Health program areas, recognizing the long-term implications for statewide consumer access and equity; Representing the Division in strategic discussions with federal regulatory bodies, the Office of the Governor, state legislators, the NY Department of Financial Services, fiscal oversight agencies (e.g., the Division of the Budget, Office of the State Comptroller), other external partners and Department of Health executives; Overseeing the development and institutionalization of standardized protocols that adhere to CMS and industry benchmarks, ensuring the sustainability and compliance of all system processes; Managing resource allocation and operational planning, ensuring strategic initiatives are supported with optimal staffing and budgetary alignment. Promoting operational efficiency and organizational effectiveness through the implementation of long-range planning frameworks; Providing risk mitigation strategies and operational guidance in response to emerging challenges within the Division, ensuring continuity and resilience in program delivery; Contributing to the development of data-driven solutions that address both immediate and long-term policy and operational goals; actively participating in cross-functional collaborations to refine and enhance proposed solutions; May supervise a team, ensuring high performance, effective collaboration, and the timely achievement of organizational goals; • Fostering a culture of continuous professional development and high performance. Providing mentorship, recommend training opportunities, implementing robust performance management processes, and maintaining a work environment that promotes employee engagement, morale, and retention. Ensures staffing models reflect the skillsets and competencies required to meet evolving organizational needs.

Minimum Qualifications At least nine (9) years of professional experience in the administration of public or private programs, public policy, public health, insurance or related field; OR a bachelor’s degree and five (5) years of the experience listed; OR an associate’s degree and seven (7) years of the experience listed. Two years of the experience at the supervisory level..


Substitutions:
A master’s degree may substitute for one year of specialized professional experience.


Preferred Qualifications:
Strong project management and stakeholder engagement skills, with a track record of successfully driving cross-sector health policy or program initiatives; Proven ability to interpret, implement, and align federal and state healthcare regulations and reforms. Demonstrated experience working within government-sponsored health insurance programs, such as New York State of Health or Medicaid; Experience collaborating with or within federal health agencies (e.g., CMS, HHS) on program or policy initiatives; Demonstrated experience working within government-sponsored health insurance programs, such as New York State of Health or Medicaid; Strong project management and stakeholder engagement skills, with a track record of successfully driving cross-sector health policy or program initiatives. Background in private health insurance operations, policy, or regulatory compliance.
