Duties Description About OGS

The New York State Office of General Services (OGS) provides essential support services for state government operations. We are a diversified organization that delivers a broad spectrum of services to state agencies, local governments, and the public, including building management and maintenance services for 49 major office complexes and buildings statewide, including the state Capitol; managing leases of privately held real estate used for state purposes; architectural, engineering, and construction management services, hosting cultural programs at our facilities, and more.

OGS facilitates the work of New York State agencies, the Legislature, and the Judiciary and supports local governments, eligible nonprofits, school districts, and public authorities. The agency provides services by developing and managing efficient, cost-effective, and environmentally sustainable programs and activities. Critical services are delivered by partnering with New York State businesses and presenting them with significant economic opportunities through their participation in state contracts administered by OGS for commodities, services, and technology.

Duties:

Under the direction of the Commissioner of General Services, the Executive Deputy Commissioner is a member of the Commissioner’s Cabinet team and acts as head of the office in the Commissioner’s absence.

The Executive Deputy Commissioner exercises broad responsibility in the overall administration and direction of the Office of General Services and in the planning, development, and effective operation of the agency’s programs. OGS has an annual budget of more than $1.7B, and over 2,000 full time and part time staff. The incumbent is responsible for designing and implementing effective business operations across all service areas within the agency, establishing policies that promote the OGS culture and vision, and overseeing day-to-day operations of OGS and the work of the agency’s divisions.

Key responsibilities include:

• Design and implement policies to promote the agency’s culture and vision and oversee day-to-day operations of the agency, ensuring that the agency is operating effectively and on track with its mission and goals across all divisions, including the divisions of Administration, Design & Construction, Executive, Financial Administration, Legal Services, Real Estate, Resiliency & Sustainability, Shared Services, Strategic Planning, as well as the statewide offices of Language Access and Performance Management and Innovation.

• Directly supervise the agency’s operational divisions, led by the agency’s Deputy Commissioner for Shared Services, Deputy Commissioner for Real Estate, Deputy Commissioner for Design & Construction, Deputy Commissioner for Financial Administration, and Associate Commissioner of Human Resources. These operational units include:

o Division of Real Estate includes the Real Property and Facilities Management, Leasing Services, Support Services, and State Asset and Land Management.

o Real Property and Facilities Management supports the facility and real estate needs of our client agencies, with over 50 major buildings and over 100 ancillary structures statewide, comprised of 20MM square feet of real estate assessed at over $7.4B.

o Leasing Services oversees statewide leasing on behalf of its agency partners, including 481 leases, comprised of over 12MM square feet of commercial space valued at $290MM in annual rent.

o State Asset and Land Management manages the State’s real estate interests, disposes of State real property, maintains State land records, and balances private and public trust interests in lands underwater.

o Support services, including mail, print and copy management, freight, warehousing, the USDA food warehousing program for the State, statewide fleet management, and the State’s Federal and Surplus Property programs.

o Division of Design & Construction is responsible for overseeing capital projects for our clients, including 50+ State agencies.

o D&C provides high quality, cost-effective, and timely capital projects including providing state entities with project planning, studies, design, procurement, construction management, cost management, contract management, and permitting services

o D&C workload includes 500 design projects valued over $2.3B in estimated construction value, over 400 active construction projects valued at over $2.3B, and 235 emergency contracts project valued at $60M annually, and provides building code permitting services to State agencies, including 180 projects valued over $2.4B

o Division of Shared Services includes the State’s centralized Procurement Services as well as the State’s Business Services Center.

o Procurement Services administers 1,500 centralized contracts for use by State agencies, municipalities, and non-profit organizations. Over 8,000 authorized users from State, local, and educational entities leverage OGS procurement, which includes contracts with an estimated value of over $34B.

o The Business Services Center provides back-office processing and support to over 77 agencies and boards. This includes 66 agencies with financial services and 56 agencies with human resources administrative services.

o Division of Administration provides human resource services to OGS and additional agencies.

o Human Resources provides strategic HR services to 10 agencies, including recruitment, training, time and leave, and labor relations.

o Division of Finance & Accountability provides procurement, financial planning and accounting and budget services to OGS and additional agencies. In addition, it oversees the Office of Business Diversity, Office of Service-Disabled Veterans Owned Businesses, and Bureau of Risk & Insurance Management.

o Finance & Accountability provides strategic Financial Administrative services to 16 agencies, including financial planning, budgeting, accounting, procurement and contracting, and energy purchasing and planning

• Agency Operations

o Manage and oversee OGS operations across all divisions and programs and cross-divisional work, setting service level targets, and annual goal setting

o Oversee the agency’s operating and capital budgets, ensuring fiscal responsibility and alignment with strategic objectives.

o Align staffing, resource allocation, and program goals with agency strategic plan, vision, and legislative mandates.

o Review, analyze and evaluate the efficiency and effectiveness of the execution and delivery of OGS program operations, customer service, policies and procedures by implementing performance management systems, metrics, and dashboards.

o Determine the desirability and feasibility of establishing new and/or modifying agency operations and ensuring successful implementation of operational changes.

o Coordinate and evaluate internal controls and process improvement initiatives to strengthen operations.

o Attend departmental meetings and generally maintain a connection to the work at all levels and across all departments.

o Provide strategic coordination and support to the Office of Strategic Planning, Division of Resiliency and Sustainability, Division of Legal Services, and Division of External Affairs.

• Leadership and Management

o Coordinate with the Chief of Staff on Commissioner’s Cabinet meetings and action items, to coordinate between Cabinet meetings and the broader Executive Leadership team and senior staff.

o Represent the Commissioner on appropriate occasions, such as meetings with the Governor’s Office, heads or deputies of other State departments and agencies, members of the legislature, and federal, State, and local leaders.

o Lead agency-wide workforce planning, succession planning, and leadership development of senior staff.

• Serve as thought partner and trusted advisor to the Commissioner, ensuring the successful implementation of the Commissioner’s policy agenda and integrating it into agency operations, serves as proxy for the Commissioner in key internal and external settings, as needed.

• Foster a work environment that balances collaboration, innovation, performance, and careful stewardship of State resources.

Minimum Qualifications Bachelor’s degree required, an advanced degree (e.g., Master of Public Policy, Master of Business Administration, Juris Doctorate) preferred. At least ten years of executive experience in leading teams and high-level management in a complex government organization.

• Exceptional management skills and ability to make strategic decisions pertaining to staff and procedures across a complex governmental entity with administrative, operational, and regulatory responsibilities.

• Demonstrated experience leading and overseeing government operations, including management of personnel, budget, and capital resources.

• Ability to delegate authority and responsibility while maintaining appropriate levels of operational control.

• Critical decision-making skills with the ability to process information and commit to a definite course of action.

• Effective communication and responsiveness with advanced written and oral communication skills, and a high degree of responsiveness.

• Ability to use an equity lens and framework to create inclusive, diverse, and safe workspaces and programs.
