Duties Description Under the direction of a Manager Information Technology Services 2, SG29, within the Dedicated Support team, Office of Mental Health portfolio, the incumbent will gather requests for Quotes under state contracts or other IT vendors as needed. Specific duties include but are not limited to:
• Assist with the development of LOI’s, B1184 requests, and Procurement Request Forms on behalf of the ITS/OMH/OASAS dedicated model.
• Provide support for the development of Statements of Work as needed.
• Assist with Statewide Financial System (SFS) reviews as needed.
• Perform vendor management including participating in vendor meetings pertaining to current and prospective procurements.
• Assist with contract amendments and extensions as required.
• Interface with ITS Vendor Services Management, Budget and Accounts Payable on procurements as needed.
• Complete P-Card Purchases as requested and reconcile charges monthly through SFS.
• Lead and facilitate team meetings, provide recommendations, identify risks, and facilitate reviews.
• Responsible for escalations for priority requests
• Must be able to work in a fast-paced environment and multi-task high priority projects and assignments
• Perform a full range of supervisory duties, including developing training plans and performance evaluations
Minimum Qualifications A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in a Project Manager 1.
Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above.
Open to NYS employees with one year of permanent competitive service as Project Manager 2, SG23, (previously known as Project Manager 1, SG23) OR in a position at the SG21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
