Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.
The Executive Deputy Superintendent of Research and Innovation will work directly for the Superintendent of Department of Financial Services (DFS). The Executive Deputy Superintendent is responsible for leading the Research and Innovation Division, an office charged with helping the Department keep pace with the rapid innovation in all sectors of the financial services industry. The Division will lead the Department’s efforts in supervising entities in emerging areas where technology is transforming the delivery of financial services. The duties of this position will include, but not be limited to, the following:
• Reviews license and charter applications for new virtual currency entities;
• Supervises all virtual currency entities;
• Leads the development of policy in new areas of innovation oversight across the Department;
• Leads Department initiatives on financial inclusion and empowerment;
• Develops and proposes policy initiatives to clarify or update DFS oversight to keep pace with innovations across the financial services industry;
• Serves as a central resource for agile policy development across the Department;
• Serves as a central resource for data analytics and analytics best practices;
• Serves as a central resource for data governance best practices;
• Represents the Superintendent and DFS in meetings with industry officials, government agencies, and industry trade groups;
• Manages and supervises the staff and activities of the Research and Innovation Division;
• Provides leadership, guidance and decision making on critical strategic issues;
• Reviews laws, regulations, policies, and examination procedures of federal or other regulatory authorities which may affect institutions regulated by DFS;
• Represents DFS in speaking engagements to industry and trade groups; and
• Travel may be required.
Minimum Qualifications Preferred Qualifications
• At least ten years of experience working in the financial services industry;
• At least three years of managerial supervision;
• Demonstrated ability to manage human capital and other resources to support short and long-term priorities;
• Superior written and oral communication skills, and strong analytical skills; and
• Comfortable working in matrixed organizations or leading cross-divisional teams.
Appointment Method:
This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.

Salary: $172,787 - $213,995 (salary commensurate with experience)
Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.
Appointment Status: This is an appointment to a position in the exempt jurisdictional class.
Appointment to this position is pending Governor Appointment’s Office and Division of Budget approval.
