Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of an Information Technology Specialist 4 within the Office of Information Technology Services/Chief Technology Office/Business Application Solutions in Albany, the selected candidate will support the Department of Tax and Finance (DTF). The position will provide leadership and support for Quality Assurance activities.
Specific duties include, but are not limited to:
• Develop and review detailed documentation for system and program performance testing. This includes analyzing functional and non-functional specifications that define the system's operation and expected performance.
• Analyze requested performance test plans and determine implementation and metrics needed to collect required information.
• Assist and provide guidance through all phases of the project management life cycle and application life cycle.
• Oversee performance test planning (functional, load, stress, endurance).
• Leverage use of tools like JMeter, Blazemeter, Selenium, or others.
• Ensure automated tests are reliable, maintainable, and reusable with DTF Systems including eMPIRE and other Department Frameworks.
• Validate test data, test cases, and automation frameworks.
• Ensure automated regression suites are updated regularly.
• Monitor progress and validate alignment with development and QA timelines.
• Ensure that staff members are properly trained and mentored.
• Provide support, as needed, for incident and issue resolution. Ensure that incidents and defects are addressed promptly based on priority.
• Facilitate and participate in meetings with ITS and agency customers.
• Communicate clearly, both verbally and in writing, with agency management and users, ITS management, and team members.
• Perform all supervisory responsibilities.
Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 (Programming) OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
