Duties Description The Director, Bureau of State Operated Programs and Services will serve at the executive level under the direction of the Associate Commissioner for State Operations in advocacy of people with developmental disabilities, providing oversight to the six Developmental Disabilities State Operations Offices (DDSOOs) across NYS, employing close to 15,000 staff in various titles that deliver direct supports and services to approximately 6,000 recipients in OPWDD State Operated Family Care Programs, Supervised and Supportive Individualized Residential Alternatives (IRAs), Intermediate Care Facilities (ICFs), Small Residential Units (SRUs) and Secure Care Campus Programs.
Under the direction of the Associate Commissioner of State Operations, the Director of Programs and Services will work collaboratively with the OPWDD Office of Diversity, Equity and Inclusion, Division of State Operations Statewide Diversity, Equity and Inclusion Committee, and the Peer-to-Peer Collaborative Development team at promoting, facilitating, and supporting the implementation of Division of State Operations DEI Strategic Plan and related initiatives at a regional and district levels.
The Director of Programs and Services will provide direction and support to field operations on the implementation and delivery of all state plan and waiver funded services delivered by State Operations and maintain collaborative relationships with other organizational sections, local government, voluntary providers, families, advocates, and other stakeholders.
Other duties include, but are not limited to:
- Oversee the day-to-day operations of the six DDSOOs and integration of statewide systems of management of all State Operations regional service delivery activities
- Serve as a resource and primary leadership point of contact for the six DDSOO Directors in response to emergent issues in the regions and regarding all aspects of program certification, managing workforce and labor management issues, non-personnel spending, continuous quality improvement and Medicaid compliance activities, emergency management and incident management functions
- Identify trends statewide and work with the Associate Commissioner for State Operations on methods for data collection, aggregation and analyses to inform and implement strategic operational decisions and develop consistent operational practices statewide
- Facilitate the operational side of policy development and implementation and coordinate with other State Operations Central Office leadership staff regarding statewide requests for information, notice of ADM/OPWDD Policy changes, and regulatory reforms
- Oversee the State Operations Program Capacity Coordination and Footprint Management Unit (PCCFMU) and support centralized processes and data collection activities in the area of vacancy management
- Liaise with other OPWDD Divisions to facilitate complex admissions into State Operations and flow of individuals with lower acuity of need to more appropriate levels of care
- Work with Directors and their residential teams to proactively create capacity and address transitional barriers for high acuity admissions
This is a statewide position and may be located at any of the six DDSOOs.
Minimum Qualifications Non-Competitive: a bachelor’s degree in a mental hygiene discipline; hospital, business, or public administration; or other area closely related to health care, behavioral or social science, statistics, or quantitative, research; and ten years of administrative, management, or supervisory experience in a mental hygiene, health, or human services setting, five years of which must have been at a managerial level, including working at a leadership level with responsibility for fiscal and program administration.
Substitutions: a master’s degree in one of the above fields may substitute for one year of general experience; and a license to practice medicine in New York State or Canada may substitute for two years of general experience described above.
