Duties Description Under the direction of a Professional Engineer the incumbents will function as an Albany Division Team Leader in Structure Inspection within Engineering Services.
Incumbents will perform the following engineering and engineering related duties:
• Performing and managing the structural and safety inspections of bridges, overhead signs / high mast lighting, bridge culverts, retaining walls and gantries for both in-house and consultant personnel.
• Complete field inspections in accordance with National Bridge Inspection Standards, NYSTA policies, and when applicable, NYSDOT policies.
• Access structures via various methods (ladder, platform, aerial lifts, UBIU)
• Generation of structure inspection reports
• Compile schedules and coordinate traffic control
• Complete structure inventory updates any other tasks deemed necessary to ensure sufficient delivery of the structure inspection program for the NYSTA.

Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES: Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 23 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law.

PREFERRED MINIMUM QUALIFICATIONS: Federal Highway Administration (FHWA) Approved Bridge Inspection Training, Non-Redundant Steel Tension Members (NSTM) Certification.

**All transfer candidates are required to have a NYS Professional Engineer’s license with current registration.

2. NY HELPS MINIMUM QUALIFICATIONS:
A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but
all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same
rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $87,716 up to Job Rate $123,208.
Recruitment & Retention Pay: $7,000.
