SENIOR BUDGETING ANALYST/SG-18
Non-Competitive Qualifications: a bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions.
Substitutions: a Juris Doctor, master's or higher degree in a related field* can substitute for one year of specialized experience.
* Hiring agencies have discretion in determining whether a degree is related to the duties of the position
BUDGETING ANALYST TRAINEE 1/NS (EQ to SG-14)
Promotional Qualifications: must be a qualified employee of New York State and have had permanent competitive or 55-b/55-c service in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a SG-8 or higher.
Non-Competitive Qualifications: must have a bachelor’s or higher degree.
Note: Appointments to this title require a two-year traineeship that starts at the Trainee 1/SG-14, and advances, after one year of acceptable performance, to Trainee 2/SG-16. After one year of acceptable performance as a Trainee 2, employees advance to the Senior Budgeting Analyst/SG-18.
Advanced Placement: At the agency's discretion, chosen candidates may be appointed to a higher level. Candidates must inform the agency of any additional qualifications at their interview.
BUDGETING ANALYST TRAINEE 2/NS (EQ to SG-16)
Non-Competitive Qualifications: must have a bachelor’s or higher degree AND:
Either 1. One year of professional experience*;
Or 2. A Juris Doctor, master’s or higher degree in a field related to the position being filled.*
*Professional experience must be performing the duties of the full performance level position.
**Hiring agencies have discretion in determining whether a degree is related to the duties of the position.
Note: After one year of acceptable performance as a Trainee 2, employees advance to the Senior Budgeting Analyst/SG-18.
Advanced Placement: At the agency's discretion, be appointed to a higher level based on the above MQs from the PCO. Employee must inform the agency of any additional qualifications at their interview.
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to complete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
