Duties Description This position is in the Bureau of Program Management Office within the Division of Chief Information Office.
• Assist in establishing and maintaining business analysis methodologies.
• Lead or assist in organizing and conducting business process improvements and consulting engagements.
• Work with stakeholders to support existing business processes and systems components.
• Document and categorize existing business processes to support the understanding of the “as-is” state and development of a “to-be” process.
• Work directly with the Chief Information Office (CIO), business units, and staff to design and implement solutions required to maintain or improve existing functionality.
• Perform fit gap analysis with stakeholders.
• Facilitate cost/benefit analysis activities.
• Work directly with the CIO, business units, and staff to facilitate, coordinate, and complete the required activities in the Analysis Phase of the System Development Life Cycle (SDLC).
• Provide guidance and direction during the development of user and system requirements and manage all phases for medium and large business analysis projects.
• Lead or assist with organizing and facilitating requirement elicitation sessions for both operational and IT projects ensuring stakeholders’ needs are understood.
• Meet with key project stakeholders and end users to identify, understand, and document business and technical processes and requirements.
• Lead or assist with development of process, data, and object-oriented models to support the understanding of the business requirements.
• Decompose high-level business and user requirements into functional requirements.
• Verify and validate requirements throughout the business analysis process.
• Perform business analysis intelligence activities such as data mining to extract data for forecasting, assess service delivery metrics by analyzing data post-project such as customer satisfaction, operational performance, and/or financial impact, and provide management with information to make decisions.
• Facilitate the elicitation, documentation, and tracking of new business requirements.
• Assist in the development of consistent approaches and best practices for business analysis.
• Promote the use of business analysis and business process improvement.
• Participate in the Office of the State Comptroller’s (OSC) Community of Practice and external Business Analysis professional groups such as New York State Forum Business Analysis and Business Architecture group and the IIBA Albany Capital District (ACD) Local Chapter.
• Continue professional development through participation in meetings, professional seminars, webinars, and standard classroom instruction.
• Create business analysis plans, manage product scopes, and estimate and decompose business analysis activities/work efforts.
• Develop business engagements, identify current states and objectives, and analyze/prioritize business issues and needs.
• Assess proposed solutions to determine how to meet the business needs, identify gaps, and determine necessary workarounds and/or change.
• Coordinate with external stakeholders and other partners to successfully deliver products.
• Assist with business analysis training activities including, but not limited to, developing and updating training materials, coordinating training, and delivering training.
• Serve as an instructor for the OSC Future Forward Internship Academy (FFIA) program Business Analysis training course.
• Develop and deliver business analysis content for brown bag sessions, customized/specialized business analysis training, OSC’s Employee Development Week (EDW), and Community of Practice (COP) presentations.
• Directly supervise the activities of Business Systems Analysts 1, trainees, and/or Student Interns.
• Evaluate staff performance and productivity.
• Ensure proper adherence to time and attendance rules.

Non-Competitive Qualifications for appointment under the NYHELPS Program:
For appointment to a Business Systems Analyst 2, you must have:
• A bachelor’s or higher degree AND three years of business analysis experience where your primary duty was performing three of the five following activities:
o Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
o Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
o Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
o Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
o Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
OR

• A bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification AND one year of business analysis experience where your primary duty was performing three of the five activities listed above.

OR

• Possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.

Examples of non-qualifying experience include but ARE NOT limited to:
• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.
• Responsibility limited to forms design and changes to forms.
• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
• Development of instructional materials and classroom training.
• Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.

For 70.1 or 52.6 transfer to a Business Systems Analyst 2, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1.

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.
