Duties Description The Division of Court Modernization (DCM) is a unit within New York State’s Office of Court Administration dedicated to making court spaces more functional and accessible, thus ensuring the full participation of all stakeholders in the justice process and enriching their experience via human-centered design and innovative technology. DCM is at the forefront of delivering innovative solutions that improve the efficiency and the quality of justice services to millions of New Yorkers.

DCM primarily focuses on AV/IT integration, covering structured wiring, audio and acoustic systems, evidence presentation systems, videoconferencing, streaming, digital signage, and accessibility technology. Whether you are a seasoned project manager or engineer, a recent college graduate, or have a background in audio-visual technology, information technology (networking or programming), or customer services (Help Desk or training), DCM provides an environment for you to learn, grow, and effect positive change in society at large.

The Technical Manager serves a vital leadership role within the Division of Court Modernization (DCM), responsible for planning, coordinating, and managing courtroom technology deployments across 52 upstate New York counties. This position ensures that modernization projects are completed efficiently, on schedule, and in accordance with DCM's standards and strategic goals. Key responsibilities include overseeing and directing the Northern and Western New York deployment teams, providing operational and technical leadership to ensure successful execution of initiatives. The Technical Manager collaborates regularly with DCM
managers and engineers to implement standardized procedures and deployment strategies across all NY State court locations, ensuring consistency and quality statewide.

With deep expertise in audiovisual (AV) technology, the Technical Manager leads efforts in equipment installation, troubleshooting, and R&D of emerging solutions to support DCM modernization initiatives. Strong communication and interpersonal skills are required as the role involves regular engagement with district executives, local court administrators, and technical staff to coordinate installation schedules, address specific courtroom needs, and ensure a high level of customer satisfaction.

In addition, the Technical Manager works closely with outside vendors and localities to perform infrastructure upgrades in public court spaces. This includes overseeing the installation of CAT-6A and fiber optic cabling, speaker and microphone cabling, the mounting of large courtroom displays, and the installation of acoustical paneling to enhance courtroom sound quality.

Additional managerial responsibilities include:

•Creating and maintaining deployment schedules, tracking progress, and adjusting plans as needed
• Ensuring adequate stock of equipment for planned projects
• Supporting staff training and professional development initiatives
• Monitoring performance metrics and reporting on project outcomes
• Ensuring adherence to statewide IT, AV, network security, and building code standards
• Assisting with budgeting, resource allocation, and long-term planning
