Duties Description The Deputy Executive Director of Law Enforcement and Public Safety is an individual with experience as a former New York law enforcement professional who has experience developing policies and procedures, providing training and technical assistance to public safety professionals, and conducting stakeholder engagement. They will direct a proactive approach with external partners in the statewide cross system pursuit of advancing the agency’s mission by delivering new trainings and tailored technical assistance to public safety professionals that is designed to enhance survivor centered, culturally responsive, and trauma-informed response to survivors of gender-based violence. This individual will work in consultation with OPDV’s General Counsel regarding policy recommendations. The incumbent will be a member of the Executive Leadership team and will report to the Executive Director of the New York State Office for the Prevention of Domestic Violence.

Duties include but may not be limited to:
• Build and maintain relationships and partnerships with law enforcement and public safety agencies, governmental and quasi-governmental entities, professional organizations in the law enforcement field, domestic and sexual assault provider organizations, and higher education institutions across New York State.
• Advise the Executive Director and other agency and administration officials on the best practices and innovative policies in the area of law enforcement and gender-based violence.
• Manage the agency’s Bureau of Law Enforcement and Public Safety, including law enforcement and public safety curriculum, training, policy, and external presentations.
• Oversee all necessary aspects of developing and executing a plan to train the law enforcement community on survivor-centered, culturally responsive, and trauma informed responses to gender-based violence.
• Provide technical assistance on the creation of policy and programming for survivor-centered, trauma informed, and culturally responsive law enforcement responses to victims of gender-based violence at the local and state level.
• Manage, monitor, and provide technical assistance to law enforcement agencies, domestic violence service-providers, and the general public regarding law enforcement response to domestic and gender-based violence.
• Create model policies and protocols for law enforcement agencies in consultation with DCJS and other relevant stakeholders including legal updates to those materials.
• Prepare and oversee the creation of new and innovative learning experiences for traditional and non-traditional stakeholders in the area of criminal justice services and reform including the development of new curriculum and messaging.
• Represent the agency on relevant task forces and policy creation work groups.
• Develop informational and outreach materials for specific stakeholders and populations.
• Assist local law enforcement officials with the development, review, and revision of policies regarding domestic and gender-based violence.
• Work with OPDV General Counsel on developing a statewide, comprehensive approach to improve the response to gender-based violence in New York State.
• Act as internal law enforcement information resource for OPDV and other state agencies.
• Prepare written reports as required by the agency and/or funding sources.
• Active participation of cross-agency creation of policy and programming in collaboration with all agency staff.
• Direct oversight of the Bureau of Law Enforcement and Public Safety staff.
• Perform the full range of supervisory responsibilities.
• Perform other duties and special projects as required.

Minimum Qualifications A bachelor’s degree and a minimum of ten years of full-time law enforcement experience in New York State, with progressive supervisory experience and special victim’s investigation experience.

Must include at least five years delivering training for law enforcement, developing curriculum, being an approved General Topics instructor for the Municipal Police Training Council (MPTC), and developing agency policies and procedures.

Must have demonstrated ability to interact with relevant stakeholders including members of the public, Federal, State, County, and Local first responders as well as public/elected officials and the media.

Preferred Qualifications:
• Prior experience in other public safety or community supervision positions, such as a probation officer, corrections officer, paramedic or emergency medical technician strongly preferred.
• Ability to manage and lead high profile projects and programs.
• Ability to respond to Executive and external stakeholder requests for information during ongoing operations. Must have excellent communication skills, good judgment, and ability to prioritize.

Additional Comments NOTE:
• Travel may be required (approximately 40%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
