Duties Description About the Office of Performance Management and Innovation:
Governor Kathy Hochul announced the creation of the Office of Performance Management and Innovation in her 2025 State of the State address. This office will ensure that the State is transparent, efficient, and effective by using data-driven strategies to quantify service delivery and assess opportunities for efficiency and transparency.

Governor Hochul has prioritized customer service, charging agencies with streamlining and redesigning their operations to ensure that New Yorkers receive top-tier services from their government. While many agencies recognize the potential for improvement in their operations, they may not have the in-house resources or capacity to reevaluate processes, design improvement plans, and sustainably implement them. Housed within the Office of General Services and working at the direction of the Executive Chamber, this Office will lead efforts to modernize our State’s operations and deliver smart, efficient, responsive government for New Yorkers.

Within the first year, the Office will launch the State’s first centralized performance management system, bringing more transparency and accountability to the work of State agencies and authorities than ever before. This effort builds on the work of the existing Office of Customer Experience, which aims to improve service delivery and ensure that every interaction with State government is clear, simple, and responsive to the needs of the people we serve.

About the Role
The Deputy Director for Performance Management plays a central role in executing the Office of Performance Management and Innovation (OPMI)’s mission to enhance effectiveness, efficiency, and transparency across New York State government operations. Under the guidance of the Executive Director, the Deputy Director will help to build the OPMI, a newly established office within the Office of General Services (OGS) that will serve as an in-house consulting and operational performance team for the State. The office will support State agencies and the Executive Chamber by developing Statewide performance measures and reporting on service outcomes, conducting operations assessments to streamline operations, and providing project management support to implement cross-agency initiatives and key State priorities. The office’s goal is to provide strategic guidance and implement performance measurement frameworks to enhance service delivery, streamline operations, and to improve outcomes for New Yorkers across the State.

The Deputy Director for Performance Management supports the Executive Director in building and leading a performance management program for New York State. This role is responsible for the development and implementation of performance metrics and public reporting tools that enhance transparency and improve service delivery outcomes across State agencies.

The Deputy Director assists in designing and implementing OPMI’s performance measurement strategy, leading a team that develops statewide performance indicators, manages data collection, management, and analysis, develops performance dashboards, and publishes an annual report highlighting key service metrics and outcomes. The Deputy Director is responsible for the day-to-day oversight of OPMI performance management operations, including coordinating with agency partners to support data collection and reporting, designing and implementing analysis and reporting frameworks, and managing a team of analysts and policy staff working to deliver high-quality data-driven insights into statewide performance and goals.

Duties:
Specific duties of this role will include, but not be limited to, the following:

Team Leadership and Supervision
• Leads a team of data analysts, policy advisors, business analysts, and other staff supporting data analysis and performance reporting.
• Assigns projects and portfolios to team members in alignment with Office and Statewide priorities, and monitors progress to support efficiency.
• Fosters a culture of data-driven decision-making, collaboration, and excellence.
• Leads recruitment, onboarding, and training for performance team staff.

Performance Measurement and Public Reporting
• Leads design and implementation of OPMI’s statewide performance measurement program, including the development of performance metrics for service delivery and outcomes.
• Develops frameworks and procedures to efficiently manage performance benchmarking, data collection, analysis, and reporting across multiple state agencies.
• Engages with interagency executives and operations leads to identify key services and performance indicators, refines and clarifies metrics and targets, and identifies data sources.
• Supervises the development of data visualizations and supporting written materials that effectively communicate performance trends and outcomes to senior stakeholders and the public.
• Oversees the creation and maintenance of a public-facing statewide performance dashboard.
• Leads the production of an annual statewide performance report summarizing progress against key goals and metrics.

Agency Collaboration and Internal Coordination
• Works closely with agency performance leads and executive staff to identify key performance measures, streamline reporting processes, and promote a culture of accountability and transparency.
• Partners with the OPMI Deputy Director for Agency Services to align operational insights with performance data and measurement tools.
• Supports the Executive Director in representing performance initiatives to the Executive Chamber, agency commissioners, and the public.

Minimum Qualifications A bachelor’s degree in public administration, business administration, policy analysis, or related field and six years of experience in performance management, government operations, data analytics, evaluation, or consulting.

Preferred qualifications:
• Master’s degree in political science, government, law, or other closely related field.
• Demonstrated experience designing KPIs, dashboards, or performance management systems.
• Experience with data interpretation, visualization, and trend identification.
• Significant experience managing and mentoring analytical or policy teams.
• Understanding of public sector operations, program evaluation, and strategic planning.
• Strong communication skills, including the ability to translate complex data into compelling insights for decision-makers.
• Experience producing public-facing reports or transparency tools.

The ideal candidate will possess the following knowledge, skills, and abilities:
• Familiarity with New York State government operations, budgeting, and regulatory frameworks.
• Understanding of government accountability and performance frameworks.
• Strong interpersonal skills and political acumen when working across agency and executive teams.
• Experience with tools such as Power BI, Tableau, or other dashboard/reporting platforms.
• Passion for public service and improving government through transparency, evidence, and measurable outcomes.
