Duties Description About the Office of Performance Management and Innovation:
Governor Kathy Hochul announced the creation of the Office of Performance Management and Innovation in her 2025 State of the State address. This office will ensure that the State is transparent, efficient, and effective by using data-driven strategies to quantify service delivery and assess opportunities for efficiency and transparency.

Governor Hochul has prioritized customer service, charging agencies with streamlining and redesigning their operations to ensure that New Yorkers receive top-tier services from their government. While many agencies recognize the potential for improvement in their operations, they may not have the in-house resources or capacity to reevaluate processes, design improvement plans, and sustainably implement them. Housed within the Office of General Services and working at the direction of the Executive Chamber, this Office will lead efforts to modernize our State’s operations and deliver smart, efficient, responsive government for New Yorkers.

Within the first year, the Office will launch the State’s first centralized performance management system, bringing more transparency and accountability to the work of State agencies and authorities than ever before. This effort builds on the work of the existing Office of Customer Experience, which aims to improve service delivery and ensure that every interaction with State government is clear, simple, and responsive to the needs of the people we serve.

About the Role
The Deputy Director for Agency Services plays a central role in executing the Office of Performance Management and Innovation (OPMI)’s mission to enhance effectiveness, efficiency, and transparency across New York State government operations. Under the guidance of the Executive Director, the Deputy director will help to build the OPMI, a newly established office within the Office of General Services (OGS) that will serve as an in-house consulting and operational performance team for the State. The office will support State agencies and the Executive Chamber by developing Statewide performance measures and reporting on service outcomes, conducting operations assessments to streamline operations, and providing project management support to implement cross-agency initiatives and key State priorities. The office’s goal is to provide strategic guidance and implement performance measurement frameworks to enhance service delivery, streamline operations, and to improve outcomes for New Yorkers across the State.

Reporting to the Executive Director, the Deputy Director for Agency Services designs and leads OPMI operational assessments and process improvement engagements within and across state agencies. The Deputy Director is responsible for day-to-day planning and management of complex operational engagements — overseeing cross-functional project teams, performing information gathering and analysis, and coordinating closely with agency partners. They plan, design, and closely manage agency assessment and process improvement engagements to ensures that they are effectively scoped, staffed, and delivered with efficiency and impact.

Duties:
Specific duties of this role will include, but not be limited to, the following:

Team Leadership and Supervision
• Supervises a cross-functional team of policy staff, project managers, business analysts, and others supporting assessment and process improvement workstreams.
• Assigns projects and develops workplans based on capacity and expertise; monitors progress and provide guidance throughout project cycles.
• Fosters a collaborative team culture focused on continuous improvement, shared learning, and execution excellence.
• Facilitates and conducts hiring, onboarding, and training of operations staff.

Operational Assessments and Process Improvement
• Leads in-depth operational assessments to identify opportunities for efficiency, effectiveness, and improved outcomes across agency operations.
• Manages the full lifecycle of agency engagements, including process evaluation and redesign, organizational analysis, and needs assessments, from scoping and work planning through execution and delivery.
• Oversees development of work products including process maps, needs assessments, recommendations, and presentations to agency leadership.
• Leads and conducts fieldwork and temporary embedding assignments as needed to gain first-hand insight into process, workflows, and challenges.
• Develops standard procedures and methodologies for conducting agency assessments, including scope development, role definition, information gathering, and process review, as well as deliverable structures and standards.
• Oversees and participates in the creation of written products, including briefing documents, reports, and presentations summarizing analysis.
• Briefs senior leaders and stakeholders on engagement progress and findings.

Agency Collaboration and Internal Coordination
• Works directly with agency operations leaders to coordinate engagement logistics, build trust, and ensure alignment with agency goals.
• Partners with the OPMI Deputy Director of Performance Management to integrate operational insights with performance data and benchmarks.
• Supports the Executive Director in identifying high-impact opportunities and reporting progress to senior stakeholders.

Minimum Qualifications A bachelor’s degree in public administration, business administration, policy analysis, or related field and six years of experience in government operations, consulting, strategic planning, performance management, or process improvement.

Preferred qualifications:
• Master’s degree in political science, government, law, or other closely related field.
• Strong leadership and team management experience, particularly in consulting, process improvement, or public sector operations.
• Significant experience managing and mentoring teams, monitoring performance, and fostering a culture of accountability and excellence.
• Extensive experience with process improvement tools and methodologies.
• In-depth, practical understanding of project management principles, processes, artifacts and tool tools to track progress.
• Ability to interpret data, evaluate trends, and develop evidence-based recommendations.
• Ability to communicate clearly and diplomatically with agency partners and project teams.
• High attention to detail and a commitment to producing clear, actionable, and strategic work products.
• Passion for public service, a strong sense of ownership, and the ability to turn strategy into execution.
