Duties Description • Manage physical plant activities at the State Office Building Campus (SOBC), diagnose operational issues.
• Plan maintenance, repair, rehabilitation, and accommodate Design & Construction, New York Power Authority and in-house projects at SOBC.
• Establish work priorities. Assign work to subordinate staff. Reassign staff to address health and safety issues or other priorities, as required.
• Oversee work in progress to ensure that assignments are completed on schedule. Provide technical assistance and instruction to subordinate supervisors and workers, as required.
• Review completed work to assure quality and adherence to instructions.
• Perform time and attendance functions. Review employee timecards; approve overtime and leave; counsel staff for time and attendance issues when required.
• Prepare and/or review performance evaluations. Counsel staff to improve job performance when necessary.
• Participate in the development of training programs to meet staff needs.
• Participate in the development of contract specifications.
• Administer all maintenance contracts for primary building systems.
• Oversee all maintenance contractors while on site.
• Allocate/reallocate staff and fiscal resources as needed.
• Perform a full range of supervisory duties.
• Perform other duties as assigned.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Six years of experience** in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects;
AND/OR contract management of building maintenance/construction/rehabilitation projects and grounds.
**Substitutions: an associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 19 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
