Duties Description The duties of the Director of Human Resources include, but will not be limited to, the following:
• Develop and execute HR strategies that support the mission, vision, values, organizational goals and culture.
• Lead, guide and support in areas of recruitment, onboarding/offboarding, employee relations, performance management, compensation and benefits, and compliance.
• Serve as a trusted advisor to leadership on personnel matters, offering sound judgment while upholding both the best interests of the organization and supporting the needs of individual employees.
• Maintain and enhance an employee-oriented culture that emphasizes excellence, collaboration, and mutual respect.
• Lead conflict resolution and conduct investigations in a professional, discreet, and legally compliant manner.
• Ensure compliance with all applicable employment laws and regulations; proactively monitor legislative changes and recommend necessary adjustments to policies and practices.
• Manage and refine HR processes, systems, and documentation to support efficiency and consistency.
• Maintain positive and productive relationships with union representation; support collective bargaining efforts, ensure compliance with labor agreements and address labor relations matters in a timely and respectful manner.
• Oversee employee lifecycle management, from recruitment through separation, with attention to both process integrity and employee experience.
• Champion diversity, equity, and inclusion efforts across the organization.
• Support change management initiatives with clear communication and structured implementation strategies.
• Supervise and mentor HR team members, fostering their professional growth.

Minimum Qualifications Master’s degree and eight years’ experience working in a role where the main duties included functions typical of a human resources office and five years of direct human resources-related supervisory experience of at least one subordinate, OR;
Bachelor’s degree and ten years’ experience working in a role where the main duties included functions typical of a human resources office and five years of direct human resources- related supervisory experience of at least one subordinate, OR;
Associates degree and twelve years’ experience working in a role where the main duties included functions typical of a human resources office and five years of direct human resources- related supervisory experience of at least one subordinate.

Preferred Qualifications
• Broad Human Resources experience including all of the following functions: recruitment, civil service administration, talent acquisition, benefits administration, payroll administration, employee relations.
• Demonstrated ability to build rapport and trust at all levels of the organization, while maintaining appropriate professional boundaries.
• Proven experience navigating sensitive employee relations matters with discretion and confidence. - Strong knowledge of employment law, HR best practices, and compliance standards, including Civil Service Law, FMLA, COBRA, FLSA, and ADA.
• Good organizational skills, including the ability to prioritize work and delegate when appropriate in a dynamic and complex environment to meet deadlines and daily requirements.
• Excellent communication, interpersonal, and leadership skills.
• High emotional intelligence, sound judgment, and a calm, balanced demeanor.
• Ability to operate strategically and tactically in a dynamic environment.
• Experience in a mission-driven, values-based organization or in a public sector organization is a plus.
• Experience leading HR in a unionized environment preferred.
• Thorough knowledge of applicable Laws, Rules, Regulations, trends and best practices in all areas of human resources - HR professional certification(s) strongly preferred.
