Duties Description The incumbent will support the Disaster Recovery Programs Finance-Payroll Reimbursement Unit. The duties include, but not be limited to:
• Provides technical assistance on accounting problems and answers questions from staff ensuring that all operating objectives of the program area are being met.
• Monitors and tracks related grants and contracts as well as related expenditures and disbursements.
• Performs reconciliations on a regular basis and disbursements to balance with Statewide Financial System (SFS); investigate discrepancies and resolve variances.
• Analyzes, reviews, and approves accounting transactions.
• Prepares and reports on grants for use on federal and state agencies (Office of Inspector General, FEMA, Office of State Comptroller and Division of Budget).
• Assists with the development of policies and procedures for the unit.
• Acts as liaison to the unit providing technical assistance on accounting issues and processing questions.
• Assists with the review and evaluation of existing accounting or auditing methods and procedures; identify problem areas.
• Develops and conducts trainings on goals, process, and accounting practices for staff.
• Completes special reports or projects as needed.
• Performs full range of supervisory responsibilities.
• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment. Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
• Performs other duties as required.
Minimum Qualifications Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as an Associate Accountant and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 and eligible for transfer under Section 70.1 as appropriate of the Civil Service Law.
