Duties Description Processes Enrollment and Demographic cases
Processes enrollment cases which include, but are not limited to, add a person transactions, job data updates, and reviewing employer submitted applications for discrepancies or inconsistencies. Processes demographic cases which include, but are not limited to, name, address, gender, social security number, Pre-Retirement beneficiary changes.

Fields Calls on a Variety of Questions
Must have the knowledge to answer questions pertaining to Enrollment, Demographic and State Payroll procedures. When necessary, correctly identifies calls that need to be transferred to appropriate units.

Processes State Payroll Errors
All errors listed on the unconverted data, file level error, and business level error queries are processed accurately and in a timely manner. Examiners will research all data available prior to making a determination on whether or not the transaction should be processed. The examiner must then determine if any prior or future transactions should also be processed to bring the member’s account up to current, essentially eliminating the possibility of another error on a future query.

Assists in the Restoration Process

Evaluates the membership application for returning retirees. Creates memorandums for BCDS to review the applications. Once BCDS provides a determination, the examiner is responsible for processing the correct course of action whether it is to reject the application or add a job transaction for the restoration process.

Assists in Training on Section Procedures

Thorough knowledge of all section policies and procedures. Follows section training plan. Monitors employee’s progress on a daily basis and updates supervisor of progress.

Non-Competitive Qualifications for appointment under the NYHELPS Program:
For appointment to an Employees’ Retirement System Examiner Trainee (equated to SG-6) you must have:
• There are no minimum qualifications for this level. Please review the desired competencies section of this posting for desired qualifications.

For appointment to an Employees’ Retirement System Examiner 1 (full journey level, SG-9), you must have:
• One year of experience performing at least one of the following tasks: reconciling accounts, calculating payments, collecting and analyzing statistics and information, or explaining policy or benefit information to the public.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

Depending on qualifications, candidates may be required to serve a one-year traineeship that leads to an Employees’ Retirement System Examiner 1, SG-9 position.

70.1 Transfer:
To be eligible for a 70.1 transfer to Employees’ Retirement System Examiner 1, SG-9, you must have one year of permanent competitive, or 55-b/55-c service in a qualifying title allocated to a salary grade 7 or above.

To be eligible for a 70.1 transfer to Employees’ Retirement System Examiner Trainee, equated to SG-6, you must have one year of permanent competitive, or 55-b/55-c service in a qualifying title allocated to salary grade 6 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

55b/55c Program appointment:

Traineeship salary information:
The position may be filled at the Employees’ Retirement System Examiner Trainee equated to SG-6 ($36232), or full performance Employees’ Retirement System Examiner 1 SG-9 ($42641) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.

Candidates hired at the trainee level will be advanced to the full performance Employees’ Retirement System Examiner 1 SG-9 following successful completion of the traineeship.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
