Minimum Qualifications Permanent Transfer: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Laboratory Center Administrator (G-23) or a NYS Employee with one or more years of permanent or contingent-permanent, competitive status in a title at or above a (G-21) and eligible to transfer to a Laboratory Center Administrator (G-23) under Section 52.6 of the Civil Service Law.

*Open Competitive (NYHELPS): Seven years of professional administrative experience, including the assessment, prioritization, and allocation of fiscal, staffing, and operational needs and resources and/or the development and implementation of administrative proposals, policies, and procedures in a laboratory that tests clinical specimens or environmental samples, or a hospital, clinic, or physician practice.

Or: a bachelor's degree in bacteriology, biochemistry, biological sciences, biology, chemical sciences, business administration, chemistry, environmental biology, environmental sciences, environmental toxicology, genetics, medical technology, microbiology, molecular biology, public administration, or public health AND three years of professional administrative experience described above in a laboratory that tests clinical specimens or environmental samples, or a hospital, clinic or physician practice.

Or: a master's degree in one of the fields listed above AND two years of professional administrative experience described above in a laboratory that tests clinical specimens or environmental samples, or a hospital, clinic, or physician practice.

Preferred Qualifications: The preferred candidate will have excellent organizational, written and oral communication skills with the ability to function independently and manage multiple tasks and priorities; excellent interpersonal skills; and have broad experience with administrative processes including State & Health Research, Incorporated (HRI) personnel and procurement policies, State budgeting processes, and experience in a public health regulatory or laboratory setting.

Duties Description This position will be assigned to the Wadsworth Center's administrative office to provide support to the Divison of Labortatory Operations within Wadsworth. The Division provides support to the facilaities and the labroatories within the faciliaites. The Division or Laboratory Operations is comprised of the following programs: Facilities Management (engineering, maintenance, custodial services); Safety Office (biosafety, chemical, fire, occupational, environmental and radiation safety; regulatory compliance); Mail, Receiving and Shipping; Asset Management; Multimedia Services (internal and external web presence; photography and design services); Glassware; State Order Desk (assembly and ship out of diagnostic sampling kits). The incumbent will be responsible for the following activities: preparing and/or reviewing budget and purchase requests; administration of State and Capital funds; developing personnel and staffing plans, and internal policies and procedures; managing personnel activities such as recruitments, performance evaluations, training, and development of position classification documents; and providing policy interpretation. The incumbent may supervise administrative and/or secretarial staff and serve as a division representative at meetings, for special projects, etc.

Additional Comments Dependent upon the initial assignment or subsequent reassignment of this position satisfactory background checks may be required. Additionally, exposure to potentially hazardous substances may be involved with this position; the selected candidate may be required to wear personal protective clothing and equipment, and may undergo pre-employment and/or periodic health evaluations and receive specific immunizations.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
