Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications:

A bachelor’s degree and three years of experience performing inspections and/or appraisals of environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations;

OR, a NYS Land Surveyor’s license with current registration and two years of experience performing inspections and/or appraisals of environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations;

OR, certification as a NYS General Certified Appraiser and four years of experience performing inspections and/or appraisals of vacant, environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations;

OR, seven years of experience performing inspections and/or appraisals of environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations.

Non-Qualifying Appraisal Experience: Preparing Comparative Market Analysis (CMA) Reports.

Non-Qualifying Work Experience: Work as a Real Estate Agent of Real Estate Broker.
Reassignment Qualifications: Currently in the title and an employee of DEC

Reinstatement Qualifications: Previously held the title on a permanent competitive basis.

70.1 Transfer Qualifications: One year of permanent, contingent-permanent, or 55 B/C service as a Real Estate Specialist 2 or Real Property Analyst 2

Duties Description The incumbent will supervise Real property staff and coordinate the workflow of the regional land acquisition program including, but not limited to: prepare and process applications for land acquisition projects; administer contracts to procure appraisal services from consultants and provide oversight and direction, as needed; review consultant appraisals and report findings in support of acquisition; prepare appraisals of real property, as needed; collect, acquire, review, and reconcile assessment and real property data; conduct ownership and real estate title research in support of acquisition; negotiate with private owners concerning the State’s acquisition of real estate and real property interests; assist in the disposition of State-owned real estate, as needed; maintain regional land records; communicate clearly, via telephone, written correspondence, and/or in person, with agency staff, staff in other State Agencies, private landowners, not-for-profit organizations, industry professionals, and the public on real property matters; assist other department staff and/or staff in other State Agencies when expertise in real property matters is needed.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Travel may be required. Telecommuting may be available, will be discussed at interview.
